      Swachh Bharat Mission, a dream project of the Central Govt for making India clean by 2019, will be formally launched on coming 2nd October 2014. The day co-incidentally is also the day of Maha Ashtami of Durga Puja in West Bengal this year. Enough confusion has already been created, mostly by media, regarding cancellation of leave on that date and mandatory presence etc. As it is one of the most auspicious days of religious festivals here involving many customs and rituals like 'Anjali', our staffs are naturally anxious to know the factual situation.

       Circle Union has gathered yesterday that in the letter from the Secretary (Posts) Smt. Kaveri Banerjee, there is no mention of cancellation of leave on 2nd October. In an inner-office order of the Circle Office yesterday, all tiers of officers/supervisors of the C.O. have been requested to attend the conference room on that day with staffs under their control to take a pledge of Swachh Bharat, where Chief PMG will lead. So far we have learnt, similar order may be sent today to all divisions/units. There is no mention of cancellation of national holiday or Maha Ashtami.

        A clean India is like a dream to all of us, so like all responsible citizens we also welcome it. However, as the media has already confused many of us by their contribution of imagination in their reports, The Circle Unions are wriritng to the Chief PMG today to clear the air. Our secretaries and activists are requested to go through the order as and when received, and guide our comrades accordingly. If necessary, feel free to contact Circle Union. 

        Finally, we have a little confusion of our own. Cleanliness drive in this way is definitely a noble challenge. But does 'cleanliness' --- as dreamt by Mahatma Gandhi, only involved removal of dirts, wastages and arrangement of sanitation? Does he not dreamt also of an India clean from corruptions, oppressions and centralisation of wealth to few people? Would the nation be able to see a true and sincere drive for such cleanliness from the leaders of our country? We are also ready to support our Govt in that effort. Will this waiting ever end?

Reimbursement when Pensioners take treatment immediately after Retirement before getting CGHS Cards.

Ministry of Health & Family Welfare has now decided to clarify the matter as follows :-


(I) The treatment taken and expenditure Incurred thereon within the grace period of three months from the date of retirement will be allowed and expenditure reimbursable
subject to the condition that the beneficiary has either obtained or applied for CGHS pensioner card with all documents and requisite CGHS subscription within one month of expiry of the grace period of three months.


(ii) It is further clarified that the expenditure on treatment taken after the grace period of three months from date of retirement will not be reimbursable unless the beneficiary has obtained a valid CGHS card or has applied for CGHS pensioner card with all documents and requisite CGHS subscription prior to taking such treatment.

6.      Regularisation and Revision of wages of casual labourers and contract workers.
7.      Removal of 5% condition for compassionate appointment.
8.      Fill up all vacant post and creation of New Post wherever justified.
9.      Stop Downsizing, Outsourcing, Contractorisation and Privatisation of Government function.
10.   Grant productivity Linked Bonus to all without ceiling; Computer bonus as weighted average of PLB for those not covered by PLB agreement.
11.   Revise OTA and NDA and implement arbitration awards.
12.   Settle all pending anomalies of 5th and 6th Pay Commission.

All the Central Govt. employees, as per the latest order of the Department of Personnel & Training (DOP&T) have to declare their assets and liabilities, both movable and immovable, as well as their spouses and dependents latest by 15th December 2014. All these informations would be then be put up by the respective ministries on their website accessible to everyone.

A large number of Central Govt. Employees have expressed their fear that putting up details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands.

There are various sources the Government employees would have accumulated wealth such as gift from parents, grandparents property, self-earning, wife-side property, or children’s contribution etc. Putting this information in the public domain would leave them and their family members vulnerable.

It is therefore requested that necessary action may be taken in this regard, so that all such information as stated above shall not be displayed on public domain.

2. The Outsourced Agency, M/s CMC Ltd. has intimated that conduct of the above mentioned examination on the scheduled dates is not feasible. Therefore, the Competent Authority has ordered to postpone both the departmental examinations. The revised dates would be intimated shortly.

Reports are pouring in the CHQ that the mass demonstration and submission of 39 Points Charter of Demands was conducted in almost all divisions and Circles with large participation of employees.

Central JCA requests all Circle/Divisional/Branch secretaries to organize the following next phases of struggle programme also in a grand manner.

II-Phase – 24.09.2014 – Mass Dharna in front of all Postal/RMS Divisional offices

III-Phase – 27th to 31st October 2014 – Relay Dharna in front of all ROs/COs

NEW DELHI: In what could bring relief to nearly five million Central government employees, the Narendra Modi government has decided to amend the Lokpal and the Lokayukta Act to give itself a statutory power to withhold certain information from the public. 

All Central staff, as per the latest order of the Department of Personnel and Training (DoPT), have to declare their assets and liabilities, both movable and immovable, as well as those of their spouses and dependents latest by September 15. All these information would then be put up by the respective ministries on their website accessible to everyone. 

A number of representations received by the government from officials expressed fear that putting details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands. For instance, an official said he has put all savings in general provident fund which has accumulated to Rs 75 lakhs over a period of time. Putting this information in the public domain would leave him and his family members vulnerable. 

Sources said the amendments proposed only gives the government the statutory power to withhold information related to officials' movable assets only, such as his cash in hand or bank and jewellery owned by him or his family members. The government will not be empowered to hold back information on immovable assets: house or land owned by him. 

The amendment also makes it clear that it will have no impact on the current asset declaration guidelines. The officials will have to continue declaring all their assets - movable and immovable as per the previous directive. Only difference the proposed amendment will make is to ensure certain information is not made public. 

The DoPT is working on the proposed amendment and has already taken a view from the law ministry to bring in the required changes. Any fresh amendment will not impact the current declaration deadline of September 15 which is applicable for all employees. 

Once these declarations are received by the government, it is for the respective ministries to put them up on its website accessible to all, except those related to the movable assets for which an amendment is required to implement it.
