P.J.C.A. MEETING

As decided earlier PJCA meeting was held at NFPE office, 1st Floor North Avenue Post Office Building New Delhi-110 001 on 24.03.2015. at 2 P.M The meeting was Presided over by Shri. D.Theagarajan, Chairman, PJCA and Secretary General FNPO.

The meeting attended by both Secretary Generals and General Secretaries of both the Federations.

Before commencement of meeting homage was paid to Com. S.K. Vyas, a Veteran & legendry leader of Central Government Employees & Pensioners Trade Union Movement by observing one minute silence.

In the meeting Com. R.N. Parashar, Secretary PJCA and Secretary General NFPE presented the position of action and development on the 40 points Strike Charter of demands after PJCA meeting with Secretary (P) on 05.02.2015.

All General Secretaries presented their views and after a detailed discussion, the following decisions were taken:

1.         Disagreement was recorded on items No. 1,2,11,12,13,14,15,16,21, 25,27, 30, 31,33,34, 35,36,37, and 40 of PJCA Strike Charter of demand as the progress is not being noticed on all these items. Secretary (P) will be addressed to settle these issues as per the assurance given in meeting on 05.02.2015.

2.         Due to some unavoidable circumstances the date of Dharna in front of Dak Bhawan, New Delhi by All India leaders of both Federations is rescheduled as 29th April-2015 instead of 15th April.

3,         Notice for Indefinite Strike to be organized from 06th May 2015 will be served to the Secretary, Department of Posts, New Delhi on 06th April-2015. All Circle /Divisional and Branch Secretaries will also submit Strike Notice at all levels by organizing demonstrations in front of all important offices.

4          Campaign programme by All India Leaders of both the Federations affiliated unions has been finalized and it will be completed between 05th April to 15th April, 2015 to mobilize entire rank and file. All concerned  will fix the dates in consultation with Circle  leadership and conduct the programme to mobilize  maximum employees to participate in Parliament March to be conducted on 28th April 2015 under banner of National Council  JCM and to make them ready for the Indefinite  strike  from 06th May 2015 onwards . (Campaign programme is enclosed)

5.         Next Meeting of PJCA will be held on 29th April, 2015 on the day of Dharna by All India leaders in front of Dak Bhawan, New Delhi.

MEETING WITH PAY COMMISSION

1,         Meeting of NFPE leaders with 7th Central Pay Commission was held on 25th March, 2015 at Pay Commissions Office at Chhatrapati Shivaji Bhawan Qutub Institutional Area, New Delhi. Secretary General NFPE and all General Secretaries participated in the meeting and presented the issues very nicely submitted in the memorandums. Chairman and members appeared courteous and co-operative with positive attitude.

            GDS issues were also discussed by Secretary General NFPE and Com. P. Panduranga Rao General Secretary, GDS (NFPE) and Memorandum on GDS issue was also presented again to Chairman 7th CPC by General Secretary GDS (NFPE) . Chairman assured all possible help to this most exploited and deprived section of Postal Workers within his capacity.

2.         Meeting of FNPO leaders was also held with 7th CPC on 26th March 2015 at CPC office at New Delhi. Secretary General & all General Secretaries presented the issues effectively and Pay Commission was also of positive views on most of the items. FNPO & NUGDS also discussed GDS related issues to Pay Commission and submitted  memorandum.

Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014.

G.I., Dept. of Pers. & Trg. O.M.No. 416/2008-Estt. (Pay II), dated 24.3.2015

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

References are being received from various Ministries with regard to the amount of Special Allowance and Cash Handling Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 st January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/1/2014-E-II (B) dated 27th March, 2014.


This Departments O.M. 4/6/2008-Est(Pay II) dated 1.10.2008 provides that the rates of Special Allowance and Cash Handling Allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

All Ministries/Departments are therefore, again advised to take necessary action accordingly.

Government employees may get LTC to visit SAARC Nations -- PRESS NEWS.

Central government employees may get to visit some SAARC nations barring Pakistan under new Leave Travel Concession (LTC) rules being finalised by the Centre. 


"Employees will be able to avail LTC to visit some SAARC countries. A proposal in this regard is being finalised by the government," Union Minister Jitendra Singh told . 

LTC allows grant of leave and ticket reimbursement to eligible central government employees. 

The decision has been taken to promote people-to-people contact and boost tourism among the SAARC regions, he said. 

"The government has been taking many steps to promote trade and travel. This is one of such steps to further boost ties among SAARC nations," said Singh, Minister of State for Personnel, Public Grievances and Pensions. 

The South Asian Association for Regional Cooperation (SAARC) is a group of eight nations comprising Bangladesh, Bhutan, Maldives, Nepal, Pakistan, Sri Lanka, Afghanistan and India. 

Officials in the Personnel Ministry said the LTC facility will not be available for visiting Pakistan and few other nations due to security concerns. 

The draft for new LTC rules is in initial stage and it will be finalised after inter-ministerial consultations, they said. 

"One of the major decisions taken by the Narendra Modi government soon after it took over was to extend the facility of conversion of 'home town' LTC to visit states of Jammu & Kashmir, northeastern region and Union Territory of Andaman & Nicobar for a further period of two years up to September 25, 2016," the Minister said. 

The Personnel Ministry has been regularly reviewing LTC rules to allow government employees to visit unexplored places like northeast. The ministry is also considering allowing government servants not entitled to travel by air to fly in economy class. 

The ministry has of late put in place measures to check misuse of LTC facility. CBI is probing fake travel bills scam (LTC scam) allegedly involving certain government employees and present and former Members of Parliament. 

"All the ministries or departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. 

"In order to keep a check on any kind of misuse of LTC, ministries or departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials," according to an order issued by the Personnel Ministry.

NO PROPOSAL UNDER CONSIDERATION OF THE GOVERNMENT TO CURTAIL THE PUBLIC HOLIDAYS FOR GOVERNMENT EMPLOYEES.

As per the existing policy, the Central Government Administrative Offices observe up to 17 holidays in a year on specified occasions which consist of 3 National Holidays (on 26th January, 15th August and 2nd October) and 14 other holidays to celebrate festivals of different regions/religion in a diverse country like India.

At present there is no proposal under consideration of the Government to curtail the public holidays for government employees.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri S. Thangavelu in the Rajya Sabha today.

CLARIFICATORY ORDERS BY GOVERNMENT ON PRE-2006 PENSIONERS.

Department of Pension & Pensioners Welfare issues an order explaining as to why only S-29 Scale Pensioners were given the benefit of implementation from 1.1.2006 while all the remaining Pre-2006 Pensioners got to wait!!

The Order says that since the Supreme Court had finally disposed of one writ petition related to S-29 Pensioners, it has been implemented to them. For others, until the remaining 3 Writ Petitions are not disposed off, the Government will not implement!! 

The Orders of the Department of Pension & Pensioners Welfare is given below: 

REVISION OF PENSION OF PRE-2006 PENSIONERS – REG.

 G.I., Dept. of Pen. & P.W., O.M.No.38/77-A/09-P&PW(A)(Pt.)
The orders for implementation of the decision taken by the Government on the recommendations of 6th CPC for revision for pension of past pensioners were issued vide Department of Pension & Pensioners' Welfare's OM dated 1.9.2008. The provisions of Para 4.2 of this OM were clarified vide this Department's letter dated 3.10.2008.
2.     The Hon'ble Central Administrative Tribunal, Principal Bench, New Delhi in its common order dated 1.11.2011 in four petitions [OA No.655/2010, 306/2010, 50712010 and 3079/2009] directed that the past pensioners may be granted, w.e.f. 1.1.2006, a minimum pension with reference to the fitment table applicable for revision of pay of serving employees.
3.      A large number of representations from pre-2006 pensioners are being received by the Department of Pension & Pensioners' Welfare for extension of benefits similar to what had been allowed in case of OA No.655/2010 by CAT, Principal Bench, New Delhi.
4.       In this context, it is informed that four Writ Petitions were filed in the High Court of Delhi challenging the order dated 1.11.2011 of Hon'ble CAT in four OAs. These petitions were dismissed on 29.4.2013. Subsequently, four SLPs were filed in the Hon'ble Supreme Court over a period of time against the said order of the Hon'ble High Court. Of the four SLPs, the one pertaining to Central Government SAG (S-29) Pensioners' Association which was first in the series of said SLPs, has since been dismissed by the Hon'ble Supreme Court on 29.7.2013. As the Review Curative Petition against the said order dated 29.7.2013 also failed, the Government of India decided to comply with the order by extending the requisite benefits to the parties involved in the said SLP. As regards the other three SLPs (Nos.36148-50/2013), Hon'ble Supreme Court in its order dated 19.11.2013 issued notice and made the following observation: .
"Learned Counsel for the respondent submits that during the pendency of these petitions the respondent-writ petitioners shall not precipitate the matter by filing contempt proceedings either before the High Court or before the Tribunal. That statement is recorded. "
5.          Thus the issue of revision of pension of pre-2006 pensioners w.e.f. 1.1.2006 as covered under SLP Nos. 36148-50/2013 in the Apex Court which have been tagged with Civil Appeal No.8875-76/2011 filed by Ministry of Defence in a similar matter is subjudice.
6.           This is the information.
7.       The outcome of SLPs under reference in Para (4) would be brought to the notice of all Ministries /Departments.
