Working Class Prepares for Historic General Strike

THE working people of our country have by now in full gear to go on a one-day historic general strike on February 28. All sections of Indian workers, in every corner of the country, have been preparing for this united action for the last three months.
HISTORIC OCCASION
The decision to go on a day’s strike, as is well known, was taken in a national convention of central trade unions and industrial federations in New Delhi on September 7, 2011. On that day, all the central trade unions recognised by the government of India came to a joint platform for the first time in the history of independent India, to announce a day’s general strike. This was to press for an agreed charter of demands which covered policy issues as well as immediate demands of workers, both in the organised and unorganised sectors.
This call was fully endorsed by independent federations of those working in various sectors, like state and central government employees and teachers, bank and insurance employees, defence production, telecommunication, petroleum and natural gas, electricity employees etc.
All these organisations began vigorous preparations during December 2011. Joint meetings and campaigns began by the end of that month.
Central leaders of all trade union organisations went to various state centres and also attended sectorial meetings at the national level in order to prepare for the strike.
A meeting at Mumbai on December 30 saw the national and also state level leaders of central trade unions planning joint initiatives. When approached, leaders of Bharatiya Kamgar Sena also participated. Various sections of employees and workers joined the meeting.
STATE LEVEL CONVENTIONS
The series of state level conventions began with a successful and massive convention in Hyderabad on January 5, with more than 2500 representatives from all over the state attending it.
Dr Sanjeeva Reddy (president, INTUC), B N Rai (general secretary, BMS), Gurudas Dasgupta (general secretary, AITUC), Tapan Sen (general secretary, CITU) and other central leaders along with state leaders addressed the convention. Leaders of the Telugunadu Trade Union Council (TNTUC) also attended.
January 9 saw an open air massive convention of all sections of workers in Kolkata, calling upon the workers of West Bengal to make the proposed strike a big success. National and state leaders of all central trade unions attended the convention.
In Kerala, a massive convention was organised on January 17, in which 18 organisations, central trade unions and various state level organisations, were represented. Addressing the convention, state leaders of these organisations approved a detailed programme of campaigns all over the state, and also sectoral programmes. These included district conventions, dharnas, vehicle jathas etc.
A mass meeting at Kochi on February 1 was addressed by central leaders including Gurudas Dasgupta (AITUC), Saji Narayan (BMS), A K Padmanabhan (CITU), Chandrasekhar (INTUC) and others.
State level conventions were also held in Haryana, Maharashtra, Orissa, Karnataka, Rajasthan, Madhya Pradesh, Chhattisgarh, Bihar and Tamilnadu. All these conventions were well attended, with national and state level trade union leaders addressing them.
Reports received from various states showed that district and regional or local level conventions were also being organised in every part of the country, and that workers from various unions are participating therein with much enthusiasm.
SECTORAL PREPARATIONS
One important development is that huge preparations had been going on at sectoral level.

The central trade unions organised a convention of central public sector unions at Bangalore on January 13, and it evoked response from unions all over the country. This was the first time that such a convention was organised by all central trade unions. Among those who addressed were Dr Sanjeeva Reddy, B N Rai, Gurudas Dasgupta, Tapan Sen, R A Mittal (HMS) and M Shanmugan (LPF), apart from leaders of the Joint Action Forum of Bangalore PSUs and Coordination Committee of Hyderabad PSUs.
The convention adopted a declaration, calling for massive participation of PSU workers in the strike. It was circulated among PSU workers in large numbers.
This successful initiative prompted various unions in PSUs, like coal, petroleum and natural gas, NTPC, powergrid, telecom, etc, to come together and issue joint appeals. These were signed by national leaders of industrial federations or representatives in the national level negotiating bodies.
A national convention of workers of oil and natural gas PSUs was held in Delhi on February 4. It was organised by All India Petroleum Workers Federation, National Federation of Petroleum Workers, and Petroleum and Gas Workers Federation of India. These unions served a joint strike notice on the managements of all oil and gas PSUs. Countrywide campaigns were planned.
All the five federations in the port and dock sector, including those led by the HMS, CITU, INTUC and AITUC, issued a joint statement. Joint preparations for the success of the February 28 strike followed.
Leaders of national federations in public as well as private road transport sectors met at New Delhi and issued a joint statement. Regional and zonal level preparations are also made.
In the defence production sector, AIDEF, INTUC and BMS affiliated federations were jointly organising campaigns all over the country for the success of the strike.
In the telecom sector, all the workers’ and employees’ unions including the BSNLEU, NFTE and FNTO came together to plan countrywide campaigns to make the strike complete.

Sectoral conventions and meetings were also held in various states. In Kerala, a massive convention of unions in central and state PSUs was held at Kochi on February 2, where state level campaigns were planned. Similar campaigns were planned in other states also.
As has been the practice, all unions in the banking and insurance sector will participate in the strike en masse. Countrywide campaign meetings were held in these sectors.
Held at Hissar in December, the national conference of the All India State Government Employees’ Federation, the largest organisation of state government employees in the country, unanimously decided to participate in the strike. Its leadership at all levels has been making all necessary preparations for a successful strike.
The Confederation of Central Government Employees and Workers, representing all sections of central government employees including postal employees, has also called for turning the strike into a massive action of protest. The confederation leadership chalked out a countrywide tour programme for the campaign to ensure that the message and demands of the strike were taken down to the central government employees at all levels.
The recent united struggle of postal employees against the threat of closure of RMS and post offices in the country achieved success when the government was forced to give a written assurance not to close any office for the next three years at least, due to which the proposed indefinite strike was withdrawn. Now the postal employees’ unions are fully involved in preparations for the success of the February 28 all-India general strike. Leaderships of the NFPE, FNPO and GDS unions jointly went on a countrywide campaign among the postal employees to ensure complete strike in the postal department.
A meeting of unions in the Southern Railway, including the DREU (CITU), SRES (INTUC), DRKS (BMS), AISMA, AILRSA, SRLU, SREF and others, conducted a campaign in the divisional headquarters in the zone and also among the passengers to explain the demands. Demonstrations will be held in all the divisional centres on February 28, and all workers will wear badges on the day.

Apart from posters, millions of handbills have already been circulated and more are being brought out. Wall writings are going on in various parts of the country..
Thus, with reports still pouring in from different states about the massive ongoing preparations for the strike, one may be pretty sure that the strike on February 28 will see an unprecedented participation, that men and women workers in the country will make it a historic one in all aspects. Firmly united, the working class is on the move and will be out in the streets to challenge the policies of the ruling classes.

It is really a good news that the Department of Post & Railway Department in a joint venture has opened one ticket booking counter at Botanical Garden Post Office today (19.02.2012). It will be very helpful for the commoners to book their Railway Ticket from this new ticket booking counter costing them just Rs. 15.00 extra. It will definitely help our employees. There will be a  few days on job training of our employees by the Railway Authority at this counter. After that short period of training, this counter will perform to its full potential. So, comrades enjoy for your holiday tours with LTC etc.! and book your Railway Tickets from post office also. Lets hope for the success of this joint venture. Hope department will earn a reasonable revenue from this operation under BD head. Our honourable SSPO's,Howrah Division, Sri H.P.Kora and the Railway Authorities were present in that inauguration ceremony with the employees of Botanic Garden Post Office, today evening. Sub: 28th Feb. 2012 General Strike of the working class.

You may be aware that the Joint Platform of Central Trade Unions (including INTUC and BMS) has decided to organise a general strike on 28th Feb; 2012. This is part of a resistance movement against the present economic policies of the Government of India, which had been adversely impacting the standard of living of the working people of the country. The fixed wage earners were the worst victims of the neo liberal economic policies.

The Confederation of Central Government employees and workers as in the past, has decided to take part in the struggle for they had to bear the brunt of the onslaught and the Govt. continues to impose untold miseries on their working conditions. This apart, the erosion of the value of wages over the last 5 years had been so immense that the wage revision that took place in 2006 in the case of CGEs has been totally nullified. Since the Officers at the middle management level are also victims of these policies and suffer equally, if not, more like the employees, we may request you to kindly explore the possibilities of the Confederation of Central Government Officers organisations taking part in the struggle. Needless to emphasise, your positive decision in the matter might make the struggle much more successful and enthuse the employees.

1) Concrete measures to contain price rise

2) Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,

3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4) Universal social security cover for the unorganized sector workers without any restriction

5) Creation of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the Central Trade Unions also demand immediate action by the Govt. of India to en sure:-

6) No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the Industry/establishment

7) Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,

8) Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.

10) Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.

1.Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions

2. Fill up all vacant posts and create posts on functional requirements

3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.

4. Regularize the GDS, daily rated workers, contingent and casual workers by brining about a definite scheme of regularization.

5. Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)

  1. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
  2. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
  3. Make the right to strike a legal right and stop curtailment of T.U. rights
  4. Implement all arbitration awards
  5. Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
  6. Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
  7. Vacate all Trade Union victimizations.

As you already informed through my letter dtd. 08.02.2012, that we are going to organize our divisional trade union study camp at Howrah H.O. on 3rd & 4 th March 2012, i.e.,on Saturday (evening 5p.m. to 6 p.m.) & Sunday (10a.m. to 5 p.m.), all interested members are requested to enroll their name without any delay to Com. Pulak Chakraborty, OA,Divl.Office,Kadamtala . Dont miss the camp,because its a rare chance for every one to experience such a rare event in the trade union history of our division! So,dont miss it please.
On Saturday (03.03.2012) , in the evening, there will be a small one hour session to distribute the work paper among all the delegates and also to explain our next days tasks.
On Sunday (04.03.2012) ,the session will start from 10 a.m. and will continue upto 5 p.m. There will be Tea Breaks and Lunch Break for the delegates. As you already know about the huge success of the last Trade Union Study Camp organized by our CHQ. at Puri ; now its our turn to keep our words . In the last working comm. meeting of our division on 09.12.2011,we have discussed about the importance of study camp to increase our day to day knowledge. As per the demand of some of the working comm. members at the end of that meeting,we assured that we will arrange for a trade union class in the end of February 2012 (after our next Book-Grant distribution ceremony). Very recently our divl.secretary, Gr.C union got the opportunity to attend the Study Camp at Puri. Which will definitely help us too much to organize the Trade Union Study Camp in our division on time. So,we are going to organize the same on 04 th March 2012 (04.03.2012) ,Sunday at the Howrah Head Post Office (any change of venue will be intimated to all ).
In that divisional study camp,there will be representation from our GDS and P-IV Unions also. We are preparing Work-Paper for the coming study camp. It will be prepared as per the proper guide line given by the CHQ during the sessions at Puri.

So,every members are requested to attend the same without fail. It will definitely help them too much in the coming days.

ORGANISE THE CONFEDERATION STRIKE PREPARATORY MEETINGS AS PER THE SCHEDULE EXHIBITED IN THE WEBSITE WITHOUT FAIL.

At the end of the first days camp,the Sun also was going to take some rest,but we didn't. There was a night session after dinner on the first day.We enjoyed it very much.


Really we are so thankful to the above mentioned comrades for this event. Why? First of all,thanks to Com.K.Sridharan for organizing such a study camp at Puri and for his real century! Yes comrades,the work paper given to the delegates at the study camp contains 100 pages,which is a real ''century'' of the CHQ., not due to its 100 pages,but for its great contents! All the delegates are really thankful to the CHQ. for this work paper.It will help us too much life long.
Secondly,thanks to our Circle Secretary Com.Janardan Majumdar for his kindness to select us as delegates for this study camp. Otherwise,it was impossible for us to gather such kind of information's & experiences.
The study camp at Puri had a very tight schedule ,but it was never monotonous for us. Can you imagine,no one of us missed a single class ignoring the call of the beautiful sea ! That was not a sacrifice due to which we have missed the sea ; the attraction created by the lectures of our beloved experienced comrades was the key factor which compelled us to ignore the call of the beautiful sea-beach 100 feets away from the camp at Puri!
Now, all the 14 comrades from West Bengal Circle are really have a ''knowledge-gun'' with them,yes the 100 pages work-paper is our strength now. Detailed report of this camp will definitely be published in the Circle Union's Website very shortly by our team leader Com.Bijan Chakraborty,who was the team leader of one of the group in the group discussion also. As a group leader,his representation on the stage was appreciated by all in the house . It was a very nice experience for all of us. Let us try to organize such kind of a Study Camp at our division immediately with all. Some of the photos are posted above.
