MAKE INDEFINITE STRIKE FROM 6TH MAY-2015
A HISTORIC SUCCESS

          The Government of India and Department of Posts is not serious to settle the genuine demands of Postal employees. The common demands of D. A. merger, Interim relief, inclusion of GDS in 7th C.P.C. alongwith other demands have been rejected by the Government of India. The way through which Pay Commission seems to be working is not going to submit its report in the due period and no more benefit is expected to come in the wake of economic policies being pursued by Modi Government.

The genuine and justified demands of all sections of Postal , RMS and GDS employees are lying pending since long and Postal Board does not seem to be serious about the settlement of the same which are creating more difficulties to the employees.

The Postal JCA had submitted a 39 Points Charter of Demands on 1st September, 2014 conveying the grievances of all sections but the Department did not pay any attention to this. Being aggrieved the Postal Joint Council of Action of NFPE, FNPO and GDS unions decided unanimously to start agitational programmes in a phased manner culminating in to an indefinite strike from 6th May, 2015 and served notice to the Department. After receiving notice Department of Posts has convened a meeting on 5th February, 2015. In the mean time Task Force Committee headed by TSR Subramaian constituted as per direction of Prime Minister  has submitted its report which has categorically mentioned to divide Department of Post in six holding Companies/Corporations to pave the way for privatization, which is a very disastrous move to destroy this department  just like BSNL. The Task Force Committee has also recommended amendment of Indian Post Office Act 1898 to give legality and licenses to Couriers Companies.

After studying Task Force Committee Report PJCA met again and decided to resist the retrograde recommendations of Task Force Committee and further submitted revised Charter of Demands mentioning “No Corporatization and No Privatization in Postal Services”   as item no. 1 and previous items as serial No. 2 to 40. Revised 40 points Charter of Demands has been submitted to the Department and discussion will take place between Postal Board and PJCA leaders on 5th Feb 2015. If the Department does not agree to stop such type of move the PJCA will intensify the agitational programmes with full strength.

Now we are facing a very crucial and critical situation. In the wake of economic policies of Central Government entire Central Government employees including Postal employees are facing serious threat for their survival. The question before us is –Are we able to protect our department and our jobs? or Are we going to surrender? The answer is no. We are not going to surrender before these attacks. We will continue to fight against these policies as we have fought earlier on so many occasions

The 145 days strike by Postmen of Pune  in 1880, 120 days strike by Postmen of Mumbai in 1920, 25 days historic strike in 1946, 5 days strike  in 1960, 1 day strike in 1968 for minimum wages , Bonus Strike of 1974, 1 day strike on 19th September, 1984 for emancipation of GDS (ED)  employees, 1993 five days strike,1996 - 4  days strike 1998, 7 days strike 2000 Dec-14 days strike , one day strike on 12.12.12 and two days strike on 12th & 13th February, 2013 are our rich heritage which shows that we have always fought with full enthusiasm and courage and defeated the retrograde and anti working  class policies of the Government of India.
 So Comrades, NFPE along with PJCA appeals to all of you to intensify the campaign. Form JCA at all levels and popularize the demands among all sections of Postal Employees and get ready for another battle to be launched  from 6th May-2015  to save the Postal Department and to save our jobs and defeat the retrograde  policies of Central Government  and disastrous recommendations of Task Force Committee.
If we fight unitedly. We will win certainly.


This a “Do or Die Battle” for all of us.

RAILWAYS, DEFENCE  AND  POSTAL  FOR  SALE
WE  SHALL  PREVENT  IT  AT  ANY  COST
              NDA Government which came to power at Centre seven months back, has proved that it is a Govt. of the Corporates, by the Corporates and for the Corporates.  In the Central Govt. employees sector none of the issues pertaining to the employees are settled - DA merger, Interim Relief, Inclusion of GDS under 7th CPC, Scrapping of New Pension Scheme, Casual Labourers issue, Cadre Restructuring in Postal, all are pending.  Over and above this, the Modi Government is moving fast ahead with privatisation and large scale outsourcing of the core functions of the Central Government departments.  The very existence of Government-run Central Government departments are under threat.
              On 22nd August 2014, the Modi Govt. amended the 1991 Govt. of India’s Policy resolution, replacing the words “Railway Transport” as “Railway Operations”.  Simultaneously, they also announced the induction of 100% FDI in Railways including operation, construction, design and maintenance.  Induction of FDI and consequent privatisation of Railways will endanger the job security of lakhs of Railway employees.
              The Defence production sector went in for partial privatisation when the UPA Government allowed FDI to the extent of 26% whereby the foreign arms manufacturers were permitted access to the vital defence sector, disregarding the national security perspective.  What is now decided by the present NDA Government is to allow 49% FDI in defence production.  The Government has decided to set up a Corporation to carry out the functions of 41 ordnance factories under the Ministry of Defence which is a big move to privatise defence production sector.  Eventually this will lead to closure of department - controlled defence production units, unable to face the unscrupulous competition from the Transnational Corporations, driving thousands of Defence employees and workers to unemployment and poverty.
              The Task Force set up by the Government under the Chairmanship of Shri. T.S.R. Subramanian, former Cabinet Secretary to the Govt. of India, has recommended to convert the core functions of the Postal Department into a Corporation called “India Post (Financial and other services) Corporation”.  Under this holding company five more subsidiary corporations will be formed, on the lines the Telecom was made into BSN, VSNL and MTNL.  The entire social obligations will be thrust upon the Postal Department while private players will eventually take the creamy part of Postal department such as Savings Bank, PLI/RPLI, Parcels, Packets and Logistics etc.  In the longer run, the public sector company so formed would be made to incur losses and ultimate closure, as is happening in the case of BSNL. Lakhs of Postal employees will be forced to go on VRS or will become jobless.
              Thus it is very clear that Modi Government has thrown a challenge to the Central Government employees in general and to Railway, Defence and Postal Workers in particular. We must accept the challenge and defeat the nefarious design of the Modi Government, with determination and with a do or die attitude.  We must not entertain any doubt of our ultimate victory in this battle.

Government staff can now visit Nepal, Sri Lanka, Maldives on LTC


The civil aviation ministry has given its nod to a proposal to provide leave travel concession for government employees to Nepal, Bhutan, Maldives and Sri Lanka to boost tourism in the region.
A senior official in the ministry confirming the development said, “The move is intended to boost tourism within SAARC (South Asian Association for Regional Cooperation) countries. Pakistan and Bangladesh has been left out for now because of security issues.”
The approval from the ministry of civil aviation was required so that the LTC can be availed of on national carrier Air India while flying to these countries.
Interestingly, latest available official data shows that there has been a decline in foreign tourist arrivals from Nepal, Bhutan, Maldives and Sri Lanka in 2013.
SriLanka does feature among the top five countries accounting for 3.77 per cent of foreign tourist arrivals in India. However, tourist arrivals from Sri Lanka to India dropped by 11 per cent in 2013.
Similarly, arrivals from Nepal declined by 9 per cent, Bhutan by 1 per cent. Foreign tourist arrivals from Maldives went down by 10 per cent in the same period.
The LTC scheme extended to the four identified countries will be designed akin to those for travel to Jammu & Kashmir and to the North-East.
The measure, government official say, will enhance tourism and subsequently economic development in the South Asian region.
“There are around two million government employees. With the extension of the LTC scheme there is bound to be greater tourist inflow and outflow with these countries”, added the official.
In the 18th SAARC Summit held in Nepal in November last year, Prime Minister Narendra Modi had emphasised the need for enhancing connectivity in the region, saying it was easier to travel to Bangkok and Singapore than to countries in the neighbourhood.
There is a significant population of Buddhists in the SAARC region and India has lately being making attempts to boost tourism such places of religious significance like Bodh Gaya, Sarnath and Kapilavastu.
At the summit, Modi had in fact flagged off a bus service connecting Kathmandu with New Delhi.

* THE NOD from the civil aviation ministry is required for the proposal so that employees can avail the LTC scheme when flying on Air India to these countries

Task Force proposes to divide India Post into five biz verticals
Prime Minister Narendra Modi is expected to review a report on the revival of India Post soon.
Official sources said that Minister for Communications and Information Technology Ravi Shankar Prasad has approved the task force report and will submit it to the prime minister for a review.
The task force had submitted its report to Prasad in December, recommending division of India Post into five verticals, including one each for banking, insurance and e-commerce, with India Post being the holding company.
“The minister is expected to meet the prime minister on Wednesday for an in-principle approval. The task force has highlighted priority areas, which would give a fillip to our postal department,” an official told BusinessLine.
The Centre is also investing ₹5,000 crore for IT modernisation in India Post.
He said priority tasks include providing banking and insurance services to the public and making e-commerce companies such as Amazon, Flipkart and Snapdeal use India Post’s services.
“The main purpose is to utilise the network in line with the Prime Minister’s vision of reaching rural areas for financial services through innovation and digital connectivity instead of mere postal services,” the official added.
The task force, chaired by former Cabinet Secretary TSR Subramanian, was set up by the Prime Minister last year.
The idea was to leverage India Post’s wide reach across India.
Snapdeal has already partnered with India Post to work on bringing thousands of weavers and artisans from Varanasi on its website. The online company has launched a pilot with India Post to set up facilitation desks at Varanasi post offices to enable local weavers to sell their products on its platform.

The forum of BSNL unions and Associations of Non-Executives and executives has decided programme of agitations  stage by stage from Jan 2015 –(1) 3 days Dharna at all District & Circle level from 6th Jan 2015 to 08th January 2015 (2) Parliament March of BSNL workers on 25th Feb 2015 (3) Indefinite  Strike from 17th March 2015. It is also decided to submit a memorandum signed by more than one Crore people and employees to the Prime Minister on the day of Parliament March with demands for taking necessary measures for revival  of BSNL. A massive “ Save BSNL Campaign” is also being organized. BSNL Union / Associations are seeking our full support and solidarity in the Save BSNL Campaign and the programmes of action. Yes, it is also being our responsibility to save BSNL along with Postal as a citizen of India & as a Central Govt.  Employees. P&T Services in India have a long history spanning more than one and half century (1851), Since 1851 it is providing communications in all parts of country along with Postal. Till 1985 It was the Posts & Telegraph combined to serve the nation by providing telegraph and telephone services. In both services new technologies were introduced one after another which not only improved  the services, but made it faster and faster, which was the requirement of the Govt. and the People.  In 1985 breaking  the connection of Postal Department of telecommunication was formed.  After 1990, The new liberalization  policy  of the  Central Govt. had its affect  on the telecom services also – In 1994-95 Private companies were given license for providing mobile services In 2000 by formation of VSNL/MTNL/BSNL. It was corporatized. Corporatization was the first step towards privatization, as already seen in the  case of VSNL which has been handed over to TATA’s and now a Private Company, TATA Communications. BSNL & MTNL are still now PSU fully owned by the Central Government, while MTNL provided service in Delhi & Mumbai, BSNL providing Telecom  Services all over India.
                Now what is wrong with BSNL? Why it is under loss? Why it is facing difficulty of Services?. It is very easy  to find out answer     (1) while  at the time of formation. BSNL was having about forty thousand crores  cash balance  at its disposal, this was not allowed to use effectively for expansion and development (2) BSNL is providing maximum Telecom Services in rural area with huge losses and risk. Each land line provided and maintained will result loss to company (3) at the time of corporatization Govt. assured for financial support was not fulfilled but it was extended to Private Telecom companies... (4) While BSNL working under the directions of Govt. and implementing the policy decisions of Govt. for universal service and work for security  of the country and  people , How can  it equated with the private company to pay license  fee ? Instead of giving priority to its own  company “BSNL Govt. have been helping and favouing the private Tellecoms i.e. Private companies were given mobile license in 1994-95 while BSNL got license after six years in 2002- when the  3G BWA spectrum was allotted BSNL was compelled to shell out 18500 crore for private company. It was 5000  to 7000 crore only  for the same & BSNL was allotted spectrum of lesser standard. While Govt. preaches about  equal field why it is discriminated against BSNL. In the race of competition to provide better and  efficient  services for growth and expansion. The procurement of necessary equipment is important. The latest technology should be used when and where latest innovation have taken place. Even BSNL is having biggest market share in the land line and Brand Bond Services. It is not enough to give service in fast growing mobile upto the  customers’ the delight. Because of all these reasons BSNL is under loss for the last four years. Now BSNL unions took the initiatives in fighting against the anti-BSNL policies of the Govt. for an efficient management and for active participation of the workers.
                Comrades, While task force report in our door step to corporatize the Postal. Let us learn a lesson from BSNL and think about our future. To day BSNL Tomorrow may Postal?
                Kindly cooperate  and support with BSNL struggle at all levels without fail. Let us  unitedly give a slogan  ‘SAVE POSTAL -  SAVE BSNL FOR PEOPLE OF THIS COUNTRY AND SECRUITY AND SOVEREIGNTY OF  OUR COUNTRY.
