Divisional Secretary of Group - C Union visited Sikkim Division today

Our divisional secretary, Group - C Union, visited Sikkim Division today responding to an invitation by N.F.P.E. Group of Unions, Sikkim Division.

Office bearers and members of N.F.P.E. Group of Unions, Sikkim Division were present in the meeting. The meeting was a huge success, earning applauds from all. Our secretary was received warmly. The members were deeply touched by our concern for the earthquake victims and greatly appreciated our gesture.

In the meeting, our secretary handed over  37,000 collected from our division, to the president for the Earthquake victims of Sikkim Division. In this connection, it has to be mentioned that, we have earlier deposited Rs. 3000 to the Circle Union's Sikkim Earthquake Relief Fund as per the instruction of our Circle Union in the last Circle Conference at Kalyani ₹ 3,000 + ₹ 37,000 = ₹ 40,000 in total ).

In the short speech of our secretary, he has given the proposal to set a up a permanent Earthquake Relief Fund for the members of Sikkim Division. We will be highly obliged if our proposal is implemented.

We would like to thank and welcome our divisional members for their support and overwhelming response in this noble cause.

The DPC for the selection of the Seniority Quota to fill up the vacancy of the last Postman Examination (i.e.,3- OC -2,ST-1.) will be held on 24.11.2011. The result of the merit quota may be published in the next week. And then the result of the MTS selection may be published. So intimate every GDS candidates to be cautious about the agents/frauds ,who are again trying to earn some illegal money from the applicants by means of false and illegal statements/assurances. The last departmental promotional examination for the Postman post, held on 20.11.2011, may promote 11 GDS officials of our division to the Postman cadre. The vacancy for this exam.has already been published by the department. The vacancy in details :-

Departmental Quota : 6 , Outsider Quota : 5 . Total = 11 .

Break Up :-

Seniority Quota : 3 ( OC - 2, ST - 1 ) = 3 .

Merit Quota : 8 (OC -4, OBC -2, SC - 1, ST -1 ) = 8 .

We are expecting the result very soon. But,the administration also have the responsibility to publish result without any error. Otherwise,it will be again painful for many GDS employees like the previous incidents. Let's hope for the best.

Our divisional secretary will visit Gangtok H.O., Sikkim Division on 25.11.2011. As per the invitation of the divisional Secretary(GDS), Sikkim Division, our divisional Secretary of Group - C union will visit Sikkim Division, in a short tour to meet the earthquake victims and also to hand over the donation collected from our division. So, please send all donations (if not already collected) to us on or before 23.11.2011 for the earthquake victims of Sikkim Division. In this connection, it has to be mentioned that, we have already deposited Rs. 3000 to the Circle Union's Sikkim Earthquake Relief Fund as per the instruction of our Circle Union in the last Circle Conference at Kalyani. All of you will be intimated about the said short visit of our Secretary in details after wards.

GDS to Postman Examination at N. D. College, Howrah on 20.11.2011.

As you already know, from our earlier post, that the promotional examination for the post of 'POSTMAN' will be held on 20.11.2011 at N.D.College, Howrah, for the all applicants of South Bengal Region. Today there was a huge rush at Howrah H.O. Every I.R. and training centres dormitory was booked for the administrative officers . Administration has taken all the required steps to conclude this examination process smoothly. But, very surprisingly, we did not observe a single movement against this kind of harassment of our GDS employees, who are coming from the remote divisions like Bankura, Purulia etc. to appear in the said exam, they have to reach Howrah on Saturday and definitely it will cost them a lot. Our Circle Union has the right and responsibility to solve this kind of problems. Definitely, in future, it has to be settled by our Circle Union through a detail discussion with the Circle Administrations. We need separate and nearest centres in each divisions. Otherwise, it will be really troublesome for the GDS candidates to sit in this exam. We hope, there will be no repeatation of this kind of centralized Examination centre in future.

In our last post, we have informed you about the proposed interest rate hikes in some Small Savings instruments. Political leaders and media personnels are presenting the information published in the Government order in a way, as if the motive behind was to make the Small Savings, a more attractive entity in the near future ! But, the main intention is under wraps. The rate of interests in the savings instruments of various banks are way higher than the postal interest rates. So, this was clearly an eye wash by the authority. Not only that, under its cover, they are trying to abolish the most important KVP from the Post Office savings instruments list ! Also withdrawing the 5% bonus on the maturity amount of MIS scheme!

                             Do you think that after introduction of such schemes in our department, our total collection of deposits in the small savings will be higher than the previous years ?! Is it possible? Definitely the answer of this question is ''NO''. So, what will be our future? I think, all our visitors have a clear idea of that. So, it is the right time for the united movement against this conspiracy. Let's mentally be prepared for the tough battle and eagerly wait for the directions from our top leaders. All are requested to make these things clear to every one.

OFFICE MEMORANDUM

Sub: Decisions on the recommendations of the Committee for
                    Comprehensive Review of National Small Savings Fund (NSSF).

The Thirteenth Finance Commission in its Report had, inter alia, recommended that all aspects of the design and administration of the NSSF be examined with the aim of bringing transparency, market linked rates and other much needed reforms to the scheme. As a follow up of this recommendation, the Government had constituted a Committee on 8th July, 2010, headed by Smt. Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India for comprehensive review of NSSF. The terms of reference of the Committee included review of the existing parameters for the small saving schemes in operation and recommend mechanisms to make them more flexible and market linked; review of the existing terms of the loans extended from the NSSF to the Centre and States and recommend on the changes required in the arrangement of lending the net collection of small savings to Centre and States; review of other possible investment opportunities for the net collections from small savings and the repayment proceeds of NSSF loans extended to States and Centre; review of the administrative arrangement including the cost of operation; and review of the incentives offered on the small savings investments by the States.

2. The Committee submitted its report to the Government on 7th June, 2011.
Comments/views of Department of Posts, Department of Revenue, Department of Financial
Services, Department of Expenditure and all State/Union Territory Governments were sought on
the recommendations made by the Committee.

3. The recommendations of the Committee have been considered in detail, taking into account the views/comments received from other Departments, States/UTs and representations received from various agents’ associations and others. After detailed examination the following
decisions have been taken:-

Rationalisation of Schemes :

          i.            The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) will be reduced from 6 years to 5 years.
         ii.            A new NSC instrument, with maturity period of 10 years, would be introduced.
       iii.             Kisan Vikas Patras (KVPs) will be discontinued.
       iv.            The annual ceiling on investment under Public Provident Fund (PPF) Scheme will be increased from Rs. 70,000 to Rs..1 lakh.
        v.            Interest on loans obtained from PPF will be increased to 2% p.a.from existing 1% p.a.
       vi.            Liquidity of Post Office Time Deposit (POTD) – 1, 2, 3 & 5 years – will be improved by allowing premature withdrawal at a rate of interest 1% less than the time deposits of comparable maturity. For pre-mature withdrawals between 6-12 months of investment, Post Office Savings Account (POSA) rate of interest will be paid.
  
Interest Rates on Small Savings Instruments : 
  1.   The rate of interest paid under Post Office Savings Account will be increased from 3.5% to 4% p.a.
  2.  The rate of interest on small savings schemes will be aligned with G-Sec rates of similar maturity, with a spread of 25 basis points (bps) with two exceptions. The spread on 10 year NSC (new instrument) will be 50 bps and on Senior Citizens Savings Scheme 100 bps. The interest rates for every financial year will be notified before 1st April of that year.
  3. Assuming the date of implementation of the recommendations of the Committee as 1st December, 2011 the rate of interest on various small savings schemes for current financial year on the basis of the interest compounding/payment built in the schemes, will be as given below :-

4.    Payment of 5% bonus on maturity of MIS will be discontinued.

Commission to Agents : 
  1. Payment of commission on PPF schemes (1%) and Senior Citizens Savings Scheme (0.5%) will be discontinued.
  2. Agency commission under all other schemes (except MPKBY agents) will be reduced from existing 1% to 0.5%.
  3. Commission at existing rate of 4% will continue for Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents.
  4. Incentives, if any, paid by the State/UT Governments will be reduced from the commission paid by the Central Government.
 Investments from NSSF : 
  1.  The minimum share of States in net small savings collections in a year, for investment in State Governments Securities, will be reduced from 80% to 50%. The remaining amount will be invested in Central Government securities or lent to other willing States or in securities issued by infrastructure companies/agencies, wholly owned by Central Government.
  2.  Yearly repayment of NSSF loans made by Centre and States, will be reinvested in Central and State Government securities in the ratio of 50:50.
  3. The period of repayment of NSSF loans by Centre and States will be reduced to 10 years, with no moratorium.
  4. For the current financial year the prevailing interest rate of 9.5% will continue. From 1st April, 2012 revised interest rate will be notified.
  5. Half yearly payment of interest by the Centre and the States will be introduced.
  6. Interest rate on existing investments from NSSF in Central Government securities till 2006-07 will be re-set at 9% and on those from 2007-08 till 2010-11 will be re-set at 9.5%.
 Operational Issues of NSSF
  1.  A Monitoring Group drawn from Ministry of Finance, Reserve Bank of India, Department of Posts, State Bank of India, other select banks and select State Governments will be set up to resolve various operational issues like reducing the time lag between collection and investment, etc.
  2. Necessary notifications, including those requiring amendments to rules of various small saving schemes and National Small Savings Fund (Custody & Investment) Rules, 2001 will be notified separately. The above decisions will take effect from the dates to be specified in the notifications.

Arrear of last enhanced DA has already been paid to the departmental employees of our division. The order for the payment of enhanced DA to the GDS Employees has been received from R.O., and preparation of DA Arrear bills are under process. We hope, by the next week the DA Arrear will be paid to all GDS employees of our division. Now, we have to arrange for the payment order of enhanced DA to the Contingent Paid officials also.

Entire RMS Emplyees of Maharashtra Circle on Indefinite Strike from 31.10.2011

Entire RMS Employees of Maharashtra Circle have gone on indefinite strike from 31.10.2011 against arbitrary, unjustified and unilateral abolition of RMS Sections i.e.L-26 , F-28 and Dadar RMS office by the CPMG Maharashtra.

Strike started at Mumbai and continued for 2 days and when administration took an adamant attitude, JCA decided to extend the strike throughout the circle.

First round discussion of RMS Unions took place with CPMG Maharashtra on 02.11.2011 but failed due to adamancy of CPMG Maharashtra.

All are requested to extend solidarity support by organizing demonstration at all work places for the restoration of abolished RMS sections and Dadar RMS Office.

JCA calls upon the employees to be ready for trade union action at All India level if situation demands. So be prepared for any strong trade union movement any time.

The Venue for the next GDS to POSTMAN examination is Nara Singha Dutta College, Howrah.

As you know, the next GDS to POSTMAN promotional examination is to be held on 20.11.2011. The examination will be conducted centrally. The common venue for the South Bengal Region is yet to be announced departmentally. But as per our sources, it has been fixed at Nara Singha Dutta College, Howrah. So, study hard, prepare yourself for the exam, take the challenge and clear the hurdle.

Route Directions :-


1. From Howrah Railway Station, you have to reach Kadamtala Bazar by bus, From there you can reach the venue by Rickshaw.

2. From Tikiapara Railway Station, you can reach the venue by Rickshaw. It will take about 8 mins.

(1) These rules may be called the Department of Posts (Multi Tasking Staff) (Amendment) Recruitment Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Schedule to the Department of Posts (Multi Tasking Staff) Recruitment Rules, 2010 against serial number 2 relating to Multi Tasking Staff Part II Posts of Subordinate Office, in Column (II), in entry (i) after the words 'Selection-Cum-seniority' the following entry shall be added :-
'failing which by; direct recruitment from amongst Gramin Dak Sevaks of the neighboring Divisions or Units on the basis of Selection-cum-seniority.'

MTS Vacancy approval reached our Divisional Office at last.

After a long wait, the Vacancy Approval for the MTS (erstwhile Group - D) cadre has been received by the Divisional Office today.

For the year 2009 :- 2 (Seniority quota from the GDS), 1 (By Examination from GDS), 1 (from Casual Labourer)

For the year 2010 :- 4 (Seniority quota from the GDS), 2 (By Examination from GDS), 1 (from Casual Labourer).

Total 11 posts to be filled up by the Divisional Superintendent. Kindly remember the breakup of vacancies published in our web site earlier. Now we have to try hard, to fill up all these vacancies of the MTS Cadre as early as possible.
