Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13.

Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-

• Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.
• The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).
• The Employee has reported his PAN to the employer.
• Employee has reported his income from interest on savings bank account to employer.
• Employee has received Form 16 from his employer.
• Total Tax Liability of employee has been paid off by employer by way of TDS and employer has deposited TDS with central government.
• Employee has no refund claim.
• Employee has received salary only from one employer.
• Employee has not received any Notice from Income Tax Department for filing of Income Tax return.

Sub: Clarification on fixation of allowances of newly appointed Gramin Dak Sevalts (GDS) —reg.

Kindly refer to Directorate letter No. 6-l/2009-P.E.-II dated 9. 10.2009 wherein the orders were issued for Revision of Wages Structure of Gramin Dak Sevaks (ODS) based on recommendations of Shri R.S. Nataraja Murti Committee vide Annexure - IV (A), (B) and (C) of the orders regarding fixation of allowances of newly appointed Gramin Dak Sevaks. It was clarified that “in respect of Gramin Dak Sevaks newly appointed on or after 1.1.2006, their TRCA will be fixed at the minimum of new TRCA slab and the next annual increase shall be allowed alter completion of one year's continuous service, from the date of their engagement.”

2. In view of the clarifications issued vide Dte letter no. 6-1/2009-PEII dated 04-01-10 on fixation of allowances of newly appointed GDS, it is reiterated that allowances of newly appointed Gramin Dak Sevak (GDS) BPMs appointed on after 01.01.2006 may be fixed at the minimum of the corresponding TRCA slab borne by the post against which the appointment is made. For example, if the post of the GDS BPM has a workload of 100 Points, the new TRCA will be Rs.3660, i.e., at the minimum of TRCA-slab of Rs 3660-70-5760 and not at the minimum of lowest slab of Rs.2745-50-4245. The next annual increase shall be allowed after completion of one year’s continuous service from the date of their engagement The same principle has to be adopted for other categories of GDS in fixation of TRCA.

3. This issues with the concurrence of Integrated Finance Wing vide their Advice in Dy. No.174/FA/12/CS dated 02-0112.

RECRUITMENT(AMENDMEND)RULES,2012
1. (1) These Rules may be called the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010.
(2)They shall come into force on the date of their publication in the Official Gazette.

(2) They shall come in to force on the date of their publication in the Official Gazette.
2. In the Schedule to the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010, against serial number 1 relating to the post of Postman,--
Column No.8
Matriculation or Equivalent from a recognized Board or University for direct recruitment from open market. No education qualification is prescribed for direct recruitment limited to Gramin Dak Sevaks.
(i) in column (8), in the entry, after the word “Matriculation”, the words “or Equivalent” shall be omitted.
Column No.11
(a)25% by promotion by selection of Multi Tasking Staff of the recruiting division;
(b)25% on the basis of Limited Depart-mental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in , if any, against an erstwhile Group’D’ post on regular basis as on the 1st January of the year to which the vacancy(ies) belong failing which by direct recruitment.
(C)25% by recruitment on the basis of Competitive examination limited to Gramin Dak Sevaks* of the recruiting Division who have worked for at least five years in that capacity as on the 1st day of January of the year to which the vacancy(ies) belong failing which by direct recruitment;
*Gramin Dak Sevaks are holders of Civil posts but they are outside the regular Civil Service due to which their appoint-ment will be by direct recruitment.
(d)25% by direct recruitment from open market.
Note:1: The scheme for Direct Recruit-ment shall be as per administrative instructions issued by the Department from time to time.
(ii)in column (11), the entry,-
(A)for clauses (a) and (b) the following clause shall be substituted namely:-
“(a)50% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group’D’ post on regular basis as on he 1st January of the year to which the vacancy(ies) belong failing which, from amongst Multi Tasking Staff of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market”
(B)for clauses (c) and (d), the following clause shall be substituted, namely:-
“(b)50% by direct recruitment on the basis of Competitive Examination Limited to Gramin Dak Sevaks* of the recruiting Division who have worked for  at least five years in that capacity as on the 1st day of January of the year to which the vacancy(ies) belong, failing which from amongst Gramin Dak Sevaks of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market.
*Gramin Dak Sevaks are holders of Civil posts by they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”;

(i)25% by promotion of Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group D post on regular basis.
Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
(ii)25% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in , if any , against an erstwhile Group’D’ post on regular basis.
Note 2 : [Applicable for (i) and (ii) above] :
For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 (the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recommendations of the Pay Commission.
Note 3: The scheme for Limited Depart-mental Competitive Examination shall be as per administrative instructions issued by the Department from time to time.
(iii)in column (12), in the entry,-
(A)for clause(i), Note 1 and clause (ii), the following clause shall be substituted, namely:-
“50% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group’D’ post on regular basis as on the 1st January of the year to which the vacancy(ies) belong, failing which from amongst Multi Tasking Staff of the neighbouring Division/ Unit on the basis of the said Examination, failing which by direct recruitment from open market”;
(B)”Note 2” shall be re-numbered as “Note 1” as so re-numbered, the brackets, words and figures” [Applicable for (i) and (ii) above]” shall be omitted;
(C)”Note 3”shall be renumbered as “Note 2.”
According to Amended Recruitment Rules, 2012 :
50% -- MTS/Gr.D - COMPETITIVE EXAMINATION ( 3Years Service)
50% -- GDS - COMPETITIVE EXAMINATION  (5 years Service)

● ORGANIZATIONAL RESTRUCTURING

D.G. Posts No. :  23-1/2012-PE – II, Dated: May, 2012
                 With the approval of the Secretary a Committee for Organizational Restructuring in the Department of Posts has been constituted under the Chairmanship of Shri Ashutosh Tripathi, CPMG, Madhya Pradesh Circle.  The Terms of Reference of the Committee are:
a)    To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Division into Class I Divisions;
b)    To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment;
c)      Review of norms for upgradation of Post offices;
d)   To study the feasibility of strengthening / creation of Postal Assistants /Sorting Assistants Posts in view of the increased need of Systems Administrators;
e)   Any other relevant issue as may be assigned by the Competent Authority later.
 2.         The Committee is at present examining the feasibility of Organizational Restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment as well as induction of technology in the Department.  While deliberating on this, the Committee has decided to obtain valuable inputs from the concerned stakeholders.
  3.         In the light of the above, you are requested to kindly provide your considered views on what, according to you are the problems (both administrative and operational) in the current Organizational set up and what could be the possible revised structure for all category of Offices that could address these problems  with the given human & financial resources.
4.         On the basis of various discussions that the Committee Members have held with the other Officers, possibility of creation of Vertical Silos has also emerged.  You may also give your views on this clearly identifying the possible Silos given the nature of the work in the Department of Posts not only as per the current scenario but also the possible one in the next decade; along with their possible structures; responsibility, financial; and reporting system etc.  The possibility of extending the Silos till the Head Post Office may also be considered.

This is for the information of our office bearers & working committee members, that our next working committee meeting will be held at HOWRAH MEDICAL HALL on 13.07.2012 at 12:00 p.m. Circle Secretaries will be present in that meeting. In the context of some present and important burning problems faced by us, the said meeting is extremely important. So, every office bearers & working committee members has to ensure their presence in that meeting positively.

Beside this, it has to be mentioned that the next monthly meeting with the divisional super will be held on 12.07.2012 at the chamber of the SSPOs. If there are any serious problems which needs discussion with the divisional head, may be intimated to the secretary concerned immediately.

As per the ‘MAYA’n calendar, the last date of the world is 21st December 2012. That means, the end of this world ! On 1st January 2012, in our website we have posted one article with a resolution to make this year "a year of opportunities & possibilities", instead of "the year of destruction". So, let's take up that challenge again and fix the date 21st December (i.e., the last date of world as per the 'MAYA'n calendar) as the tentative deadline of the total computerization of the Sub-Offices of our division.


Total computerisation is not only important for the administration, but also important for us. Simply, because with ever-increasing scarcity of man power, the only possible way to provide better customer service is total computerisation of sub offices. But then, it won't be smooth for us as there are some other problems which we have to overcome, before we achieve our goal. 


Some of our employees will definitely need some intensified on-job training for some days and most importantly we need some efficient and devoted young blood to perform the duties of the System Assistants. 


Very recently, on the day of deputation at the divisional office, i.e.,on 28th June, our hon'ble PMG (S.B. Region) was present there for formal inspection of D.O. He allowed us some time and during that 40 mins of valuable discussion with him, he gave the assurance that the R.O. will arrange for one advance training session of 15 days for the newly selected System Assistants of our division at the Circle Computer Training Centre for their guidance and better performance. Now we have to prepare the list of 15 eligible S.A.’s from our division for that proposed training programme. 


You are probably aware, that we have organized the first ever Technology Class at Howrah H.O. for our employees on 11.12.2011. The time is now ripe for arranging it again especially for  those employees who are working at various computerized or to be computerized post offices having little knowledge of computers. 


Our department and Government of India, both are determined to start Core Banking Solution and ATMs in the postal service through out the country very shortly. Here it has to be mentioned that, with this positive attitude towards the total computerisation, our employees also must show keen interest to learn and master the process as early as possible. Otherwise, they will definitely land in the troubled waters due to the lack of computer proficiency.


So, as we are enjoying the increasing D.A. and enhanced salary, its our duty to upgrade the level of our service to the honorable  member of the public. Comrades, don’t forget those trade union struggles we have made to reach this salary and all other allowances. And now that we have lived to tell the tale, let's accept this new challenge and keep our flag flying high.

As you already know through the posters supplied to your offices by the Circle Union, that as per the call of our central unions, all members belongs to N.F.P.E. will demonstrate in front of the divisional head regarding the 32 points charter of demand for the G.D.S. Employees.

As a part of this country wide movement of the largest portion of the Postal Employees to achieve the demands, the N.F.P.E. Group of Unions, Howrah Division has also arranged one programme on 28th June, at the Divisional Office from 03:00 p.m. to 06:00 p.m. All of our members are hereby requested to attend the programme and make the deputation a grand success!

ONE IMPORTANT NOTE :- The calculation of 45 months Arrear of TRCA to the substitutes of the G.D.S. Employees has been started at the Howrah H.O., which is also one achievement of our earlier movement.

So, to reach our goal, there is no other alternative except continuous trade union struggles. So, let us meet at the divisional office on 28th of June, 2012 at 3p.m.


At last the good time comes for the substitute of the G.D.S. Employees.

As you already know through our previous posts, that after a prolonged battle, at last the department has issued an order to release ARR. to the substitutes of the G.D.S. employees for the implementation of the recommendation of the Nataraja Murthy Committee Report for the GDS Employees.

It has came to our knowledge that Sr. Postmaster, Howrah H.O. has taken an immediate step towards the calculation of that ARR. for 45 months for the B.O.'s under Howrah H.O's A/Cs jurisdiction. We hope, another DDO, i.e.,The Postmaster, Salkia H.O. will also take similar immediate steps for the early payment of arrears TRCA to the substitutes of the G.D.S. Employees without any further delay.
