ACTUAL POSITION OF GDS BONUS.

Wednesday, 2 January 2013 0 comments

As already exhibited by NFPE in its website, the GDS Bonus file was not clearedby Finance Ministry but returned to Department of Posts without approval. The reason stated by Finance Ministry is as follows -

Up to 2006 GDS were also paid equal Bonus on pro-rata basis along with regular employees. The One-man Committee (Nataraja Murthy Committee) appointed by Government has recommended that GDS are not eligible for equal bonus with regular employees and the payment made up to 2006 was unjustified as per the commission’s recommendations. This recommendation of the Nataraja Murthy Committee was accepted by the Government and Postal Board. Accordingly it was decided not to raise the Bonus ceiling from 2500 to 3500. After that the Department of Posts has not undertaken any fresh study to justify the payment of equal Bonus (3500) to GDS. Postal Department should conduct a fresh study by another committee and submit revised proposal justifying the payment of equal bonus to GDS. Such revised proposal, if any, submitted after fresh study will be examined by the Finance Ministry and if found justified will be considered for implementation from the next financial year i.e., 2013-2014. Regarding this financial year’s Bonus Finance Ministry is not ready to reconsider it. That means the Bonus for the current financial year (2012-2013) stands rejected. This is the stand of the Finance Ministry.

Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action.

The anti-NFPE minded leaders of the Mahadevaiah group GDS Union should clearly understand that their repeated attempt to divide GDS employees and Departmental employees is not going to work any-more. GDS will stand with NFPE. NFPE will never misguide the employees, but will always stand by the truth. Please remember that

“You can fool all people for some time and
You can fool some people for all time,
But you can never fool all people for all time”

M. Krishnan, Secretary General, NFPE

LET US WELCOME 2013 WITH SOME POSITIVE WORKS & MAKE IT A REAL HAPPY NEW YEAR ! WISH YOU ALL HAPPY 2013 !!!

Tuesday, 1 January 2013 0 comments

A very happy and prosperous New Year to all of you! Our new year post in last year ,“Where are you Nostradamus? It’s again a New Year! Yes, it is the year 2012. Happy New Year to all!”, where we mentioned the so called fear of the ending  of world and the segregation of the postal department as well its privatization. It will jeopardize our job security and therefore, we called for the united protest and campaign to save our department.
However, 2012 didn't see the end of the world and the attempts of the government to fragment the Department of Posts and transfer it to the private hands seemed to be in vain also. Our movements and your response to our call to remain united have made it possible to make it to this day, where we still remain as Departments of Posts, Government of India ,proving Nostradamus wrong!
Our historic strike on 28.02.2012 & 12.12.2012 has remained a success with all your support and goodwill. 2013 which comprises of “unlucky 13” needs all our hard work and united protests to save our department. It is a promise that,“United we stand, divided we fall”. And our combined attempts will make this year a “lucky 13”.
Our job security and our department’s future should be secured with all our united movements and attempts to make it a better one. Let’s make this new year really  successful by using the age old proverb “If there is a will, there is a way.”
SO,HAPPY NEW YEAR TO ALL OF YOU AGAIN ! ENJOY IT IN ITS TRUE SPIRIT!

PROMISES OF THE NEW YEAR :-
     1. IMMEDIATE RE - FIXATION OF TRCA FOR THE GDS EMPLOYEES APPOINTED ON OR AFTER 01.01.2006.
     2. TOTAL COMPUTERIZATION OF ALL THE S.O.'s OF OUR DIVISION TO PROVIDE BEST SERVICE TO THE MEMBER OF THE PUBLIC.
    3. STRONG MOVEMENT TO FILL UP ALL THE VACANT GDS POSTS THROUGH OUT THE DIVISION.
    4. CLOSE CONTACTS WITH OUR EVERY MEMBERS TO MAKE IT A REAL HAPPY FAMILY.
    5. ALL OUT EFFORTS TO EARN MORE REVENUE FOR OUR DEPARTMENT.

SO,PLEASE BE WITH US, BE WITH NFPE. LET US MAKE OUR DIVISION A NICE ONE!

RE - FIXATION OF TRCA OF THE NEWLY APPOINTED GDS EMPLOYEES DELAYED DUE TO ADMINISTRATIVE NON CO - OPERATION. PREPARE FOR STRONG TRADE UNION MOVEMENTS.

Comrades, as you already know that, since last October 2012, we are giving our full effort to implement the Directorate order related with the Re-Fixation of TRCA  of the GDS Employees, as early as possible. Due to P.L.Bonus and  calculation of Arr.D.A., it was not possible for the staff of the A/Cs branches to re- fix the same in the month of  November 2012. But,we have taken every steps to re-fix the same in the month of December 2012. Inspite of our every effort, it has not been implemented in our last salary only due to some unnecessary queries of our administrative officers, which are nothing but showing there administrative powers. We have already expressed our resentment to the divl.head over telephone, for this kind of un-wanted abnormal delay to implement the directorate order on this issue, which is clear enough & don't  need any kind of further clarifications.  We will wait for another week for the immediate settlement of the issue, after that , we have to start strong trade union movements through out the division. SO,COMRADES PREPARE FOR A STRONG MOVEMENT IN THE VERY BEGINNING OF THIS EVENTFUL YEAR. WE HAVE TO IMPLEMENT THE ORDER IN THE M/O JANUARY 2013 (WITH ARREARS) POSITIVELY.

WHAT A GREAT ACHIEVEMENT OF OUR UNION! ONE OF THE BEST ACHIEVEMENT IN THIS YEAR! AGAIN IT HAS BEEN PROVED THAT ONLY NFPE HAS THE ABILITY TO ESTABLISH THE JUSTIFIED DEMANDS OF THE ENTIRE POSTAL EMPLOYEES .

What a great achievement of our union! Tenure posting of officials in single handed & double handed post offices
will be decided by the divisional super, instead of the CPMG/PMG's .At last
department has issued order very recently as per our earlier demand.
Again we have proved that only NFPE has the ability to establish / clinch
the justified demand of the employees of our department. So,always be
with us. So, now our employees may be posted in a single or double hand
post offices for the 2nd time also. Kindly go through the following order issued from
 the directorate.

DEMONSTRATION IN ALL DIVISIONS ON 28th DECEMBER,2012, AS PER THE CALL OF CENTRAL JCA .

''HOLD  DEMONSTRATION  IN  ALL  DIVISIONS  ON  28th  AS  PER  THE  CALL  OF  CENTRAL  JCA  AGAINST  ORDER  OF  ABOLITION  OF  17093  POSTS''.

'' Comrades are already in knowledge of the order of the Postal Directorate for abolition of 17093 departmental posts in our department and the call of holdingcountrywide demonstration by the Central JCA (NFPE & FNPO) on 28th December 2012against it. It is needless to mention that our comrades will observe the program with maximum seriousness.

We would like to get it noted that this order should be identified as another blow on the entire working class and the unemployed youth of our country. More than 17000 youngsters would have earned their bread, with a smile on the lips on their anxious families, had the finance ministry and communication ministry not ordered to abolish these posts. This is an integral part of the policy adopted by the Central Government against the security and livelihood of its own citizens. Please highlight and connect this root of the present order during the demonstration.

The Circle Unions sincerely wish that everywhere in West Bengal, the program should be observed jointly by NFPE & FNPO. But we have doubts from our earlier experiences whether in all places in our Circle FNPO would come forward for a united movement. Our Comrades are requested to take preparation to hold the demonstration through huge gathering on our own strength so that the move of the department can be protested as per the call of th JCA. Please ensure sending the savingram given in the NFPE blog.''

ALL CIRCLE/REGIONAL/DIVISIONAL OFFICES ON 28-12-2012
As per Government of India orders on Downsizing of Central Government Services, Screening Committee for filling up/aboliotion of posts was constituted in the year 2001 and Annual Direct Recruitment (ADR) plan was approved by the Screening committeefor each year from 2001 to 2008.  Screening Committee cleared only 1/3rd vacancies for direct recruitment and balance 2/3rd posts were ablished as per its recommendations.
Accordingly Department of Posts abolished 2/3rd vacant posts from 2001 to 2004.  Regarding the abolition of 2/3 rd vacant posts from 2005 to 2008, Postal Department & Communication Ministry requested Finance Ministry to grant exemption to Department of Posts from abolishing the vacant posts from 2005 to 2008, as it is an operative Department dealing with the general public and customers.  2/3rd posts earmarked for abolition from 2005 to 2008 are kept vacant (but not abolished) pending decision of the Finance Ministry.
The ban on recruitment was lifted and the Screening Committee was abolished in the year 2009.  Government of India issued orders to fill up all vacant posts for the year from 2009 onwards.  Accordingly, Department of Posts, issued orders to fill up all vacancies for the year 2009 and 2010.  Orders are also issued to fill up all vacant posts for the year 2011 and 2012.  But, at the same time, Directorate issued clear instructions to all Chief PMGs that posts kept vacant for the year from 2005 to 2008 should not be filled up under any circumstances but should be kept vacant. (for abolition).
Finance Ministry has now made it clear that no permission or exemption will be granted to any department including Department of Posts to fill up the posts kept earmarked for abolition as per the Screening Committee recommendations.  Accordingly Department of Posts has now issued orders to abolish all the 2/3rd vacant posts (Total 17093 posts for four years) for the year 2005 to 2008.
