Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners due from 01.07.2014



The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the release of an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of approximately Rs. 7691 crore per annum and Rs.5127 crore respectively in the financial year 2014-2015 (i.e. for a period of eight months from July, 2014 to February, 2015).

CENTRAL GOVT  CONSIDERS  TO AMEND  LOKPAL & LOKAYUKTAS ACT 2013  TO  SAFEGUARD  EMPLOYEES  FROM  SECURITY  THREATS : EFFORTS  AND  THOUGHTS  OF  WEST  BENGAL  GROUP-C  CIRCLE  UNION  IS  PROVED  JUSTIFIED
   
    As the department has directed all employees to furnish all immovable and movable assets of entire family including cash in hand, deposited cash in Bank or P.O. savings accounts, fixed deposits, jewellery etc., for displaying these information in departmental website as per the provisions of the above Acts, a panic prevailed among all employees regarding security. There are enough possibilities for using these information by miscreants for extortion, demanding ransom by kidnapping etc.

      Our Circle Union realised the threat of the situation and sent an e-mail to P3 CHQ on 21.8.2014 expressing our concern over the issue. The text of the e-mail was :

Dear Comrade,
                          You must be aware of the fact that our department has already circulated a 6-page proforma for declaration of assets and liabilities by staff, their spouses and dependent children, as required under Section 44(2) of Lokpal and Lokayukt Act 2013. These information will be made available in the Public Domain of the departmental website as per the provisions of the Act.

         We had a discussion in the Circle Union regarding this. Our comrades are anxious over the issue of security once entire assets aredisplayed in public domain. Everyone is apprehending threat to security as any miscreant would have easy access to such information, and especially in West Bengal, where now it is the hegemony of miscreants for ransom and extortion even by the local clubs to extract money, none would be spared.

         We need to know whether the CHQ or the Federation has pondered over this aspect of the situation and thought of any remedy. As this is an Act now, no local or departmental remedy is feasible. Can we seek a minimum protection of these information in the departmental website under user id and password? The password may then be supplied to Lokpal Officers also.

         Kindly intimate us the stand and thinking of the CHQ and Federation / Confederation on it. We shall decide our stand upon that.

     We are happy to see a news item appearing in today's 'TIMES OF INDIA' (Kolkata edition) that DoPT has also received various apprehensions from different sources and the Central Govt is seriously considering to amend the Act for not making information pertaining to movable assets available in public domain (departmental website).    If this amendment is made, we have to furnish all assets alright, but movable assets will not be available in the website for any public. We welcome the decision of the Govt and request for immediate process for the amendment.

      Meanwhile, West Bengal Circle Unions are going to issue a letter shortly to the Circle Administration for not being hyperactive to upload everything in public domain, and also to the CHQ, Federation and Confederation requesting to take this up with Postal Directorate and DoPT as early as possible.

“The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent,” an official said.
He said the Finance Ministry will now put a Cabinet proposal for approval of 7 per cent DA hike from July 1 this year as the revised Consumer Price Index-Industrial Workers data for June was released by Labour Ministry on Saturday.
With increase in DA, the pensioners will also gain as the benefit provided to them as dearness relief will be hiked to 107 per cent of basic pay.
The previous UPA government had increased DA to 100 per cent from 90 per cent with effect from January 1, 2014, on February 28 on the basis of agreed formula for revision of the allowance.
However, the central government employees’ union is not very enthused by the 7 per cent hike in the dearness allowance as their long pending demand of merger of DA with basic pay has not been given heed by 7th Pay Commission and the government.
“The erosion of value of wages is unbearable at 50 per cent dearness allowance. Now it will be 107 per cent. It is high time to merge DA with basic pay to provide relief to employees,” Confederation of Central Government Employees’ President KKN Kutty told PTI.
“We had summited our memorandum in this regard to 7th Pay Commission. They forwarded it to Central Government. We have apprised about the issue to the newly elected NDA government.
But no decision has been taken so far,” he said.
With merger of DA with basic pay, the salary and allowances paid in proportion of basic pay are increased. As per earlier practise DA was merged with basic pay once it breached 50 per cent mark. But the 6th Pay Commission has disallowed that.

Com. M. Krishnan, Secretary General, National Federation of Postal Employees (NFPE) & Confederation of Central Govt. Employees & Workers, General Secretary, All India Postal Employees Union Group-C (CHQ), Leader, JCM Departmental Council, Department of Posts, Member, JCM National Council will be retiring from service on superannuation on 31st August, 2014.
                   As per the decision of NFPE Federal Executive meeting held on 21-08-2014 and Central Working Committee meeting of AIPEU Group-C (CHQ) held on 22nd to 24th August, 2014 at Ongole (Andhra Pradesh) Com: M.Krishnan, will continue to function in the NFPE & P-3 CHQ till next Federal Council of NFPE (May 2016) and All India Conference of AIPEU Group-C (June 2015).  He will also continue to lead the entire Central Government employees as Secretary General, Confederation till the next National Conference (2016).
                   Com: R.N.Parashar, Asst. Secretary General, NFPE, will take charge as Secretry General, NFPE from 01-09-2014 till next Federal Council as per the decision of NFPE Federal Executive meeting.  Com.N.Subramanian, Deputy General Secretary, AIPEU Group-C (CHQ) will officiate as General Secretary, AIPEU Group-C (CHQ) till next AIC, as per the decision of CWC meeting of AIPEU Group-C.

Reg : Payment of Interim Relief and Merger of Dearness Allowance with Pay.

The Staff Side of National Council (JCM) , had raised the issue regarding payment of interim relief and merger of dearness allowance with pay , as an Agenda Item of the Standing Committee of National Council (JCM ) in its meeting held on 7th May, 2014.

After detailed deliberations , it was stated by the Secretary (Expenditure), Ministry of Finance on this item that since the terms of reference enables the 7th CPC to send Interim Report , as such, the Staff Side might approach the Pay Commission for a report on Interim Relief and Merger of Dearness Allowance, as recorded in the Record Note of meeting, forwarded to Staff Side vide Director(JCA), Government of India, Ministry of Personnel, Public Grievances and Pensioners , Department of Pension and Pensioner’s Welfare ‘s letter No. 3/9/2014/JCA dt.24/7/2014.

We, therefore, humbly request you to kindly favourably consider our demand of payment of Interim Relief and Merger of Dearness Allowance with pay as Dearness Allowance, has since crossed the value of 100% on 1st January, 2014 and a number of Government Employees are superannuating every month,who would be deprived of the benefit of the same.

Reimbursement of Children Education Allowance and Hostel Subsidy admissible if Institution where children are studying is affiliated to any board or recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority

CEA Annual Ceiling : Rs. 18000/- per child
CEA Annual Ceiling for disabled children : Rs. 36000 per child
Hostel Subsity Annual Ceiling : Rs. 54000/- per child
Hostel Subsidy for disabled children : Rs.9000 per month per child

Gist of Minister’s Reply in the Parliament on Children Education Allowance and Hostel Subsidy

Children Education Allowance for Central Government Employees – Annual Ceiling and Details of Admissible Institutions
While answering to a question in Parliament on 18.7.2014, Finance Minister Shri Arun Jaitley said in a written form regarding the details of Children Education Allowance that it has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is 18,000/- per child. The Hostel Subsidy shall be 4,500/- per month per child.
The annual ceiling for reimbursement of CEA for disabled children of Government employees is 36,000/- per annum per child and the rates of Hostel Subsidy for disabled children ofGovernment employees is 9,000/- per child per month.
These revisions are applicable with effect from 1st January, 2014.
The reimbursement is admissible for the children studying in institutions affiliated to any Board or recognised institution, whether in receipt of Government aid or not, recognised by the Central or State Government or Union Territory Administration or by University or a recognised educational authority having jurisdiction over the area where the institution is situated.

MEMORANDUM

This mass stay in demonstration for 48 hours ( round the clock ) under the banner of above organizations held in front of your chamber expresses deep anguish and resentment against the intolerable apathy towards innumerable types of staff problems and limitless reluctance to settle those despite several requests, negotiations and correspondences. Even the decisions taken and implemented beyond departmental rules are not being cancelled/ modified and higher administration appears to protect such malpractices. Our members are becoming victims almost in all cases purposefully and the whole environment suggests a reign of administrative anarchy.

Under this situation, this demonstration strongly protests against present administrative inaction to settle staff problems and victimization of our members in different forms and places / divisions.

Already in last week of July in all divisions of Kolkata Region, our respective organizations submitted memorandum including local issues as well as general issues to different tiers of organizations. But nothing happened till date. In this circumstances we are sub meeting this memorandum which need to be settle without farther delay to avoid any kind of continues and sever trade union action.

DEMANDS  :

1. Replacement of Battery of UPS in different SOs under Kolkata Region. 
2. Change of hours of business of Bolpur SO and surrounding of Bolpur S.O under
    Birbhium  Division.
3. Filling up of vacant GDS posts in different office under Kolkata Region.
4. Replacement of existing computer nods which are 8 years old. Example – Suri, Rampurhat, Bolpur Sainthia, Nalhati, Murarai etc. under Birbhum Division Nabapalli, Bongaon, Ashoknagar, N. Bk, M. gram, Rajarhat, Khantura under Barasat division.

5. Allotment of sufficient fund for medical T/A head in different division like  Birbhum, Barasat, Central Kolkata,South Nadia Division etc.
6. Holding of DPC for promotion to MTS / Postman posts from GDS/ Part time employees in Barasat, South Presidency, North Presidency, Birbhum Division etc.
7. Shifting of Airport Post office from Rajabagan P.O ( Single handed )under North 
    Kolkata Divison to Airport stg.
8. Running of cash van as schedule time of North Kol Division avoiding abnormal delay.
9. Issue of General order from Region office to the Divisions regarding effect of date of joining of newly recruited PAs ( for the year of vacancy 2011-2012 ).
10. Arrangement of unapproved vacant post of postman & MTS from GDS rotationally in South Nadia Division.

11. Stop anti employees, unilateral and vindictive attitude of postal administration in the n/o disciplinary proceeding. Example North Presidency, Kolkata GPO, South Nadia, Murshidabad.

12. Filling up postman posts of departmental quota vacancy from 2012 onwards.

13. Stop trade union victimization in Kolkata GPO, North Presidency division etc.

14. Grant MACP in every divisions as per Dte guidelines.

15.  Stop favoritism biased and motivated activity of a section of administration in the name of “administrative interest” during issuance of tenure transfer memo, Murshidabad in particular.

16. Hold CRC meeting timely for granting appointment on relaxation ground.

17. Immediate repairing of different PO Buildings in different divisions.

6. .  Stop favoritism, biased and motivated activity of a section of administration in the name of “administrative interest” during issuance of tenure transfer and posting  memo, particular in Tamluk, Purulia, North Hooghly, Burdwan divisions. Cancel irregular posting order for approved Accountants in general line in Howrah Division. Cancel irregular treasury memo in case of Tamluk H.O and issue modified memo following usual formalities in general. Follow Dte guidelines in this regard.

7. Immediate payment of TRCA to the respective GDS in South Hooghly division, pending for long.

8.  Immediate grant HRA @ 30% to the employees of some offices in South Hooghly/ North Hooghly division.

9. Immediate release of HRA to respective PA, Sankrail SO and PA, Botanical-Garden SO in Howrah Division.

10. Formation of Groups/ Cluster as per Dte guidelines in case of Posting of SBCO employees in this region, which had not been followed properly. 


11. Stop anti employees, unilateral and vindictive attitude of postal administration in the n/o disciplinary proceeding. Example Purulia, Asansol division.


12. Stop trade union victimization in Tamluk division etc.

13. Grant MACP in every divisions as per Dte guidelines. In Asansol Division it is pending since long and local administration is soldering nothing.

14. Hold CRC meeting timely for granting appointment on relaxation ground.

15. Immediate repairing of different PO Buildings in different divisions, Bandel SO under North Hooghly in particular.
