Nostradamus, was a French apothecary and reputed seer who published collections of prophecies that have since become famous worldwide. Nostradamus enthusiasts have credited him with predicting numerous events in world history. Sceptics suggest that his reputation as a prophet is largely manufactured by modern-day supporters who fit his words to events that have either already occurred or are so imminent as to be inevitable, a process sometimes known as "retroactive clairvoyance". In particular, as is often claimed by books and films on the alleged Mayan Prophecy, that the world will end in December 2012, as per the predictions of Nostradamus. But, we don't think so.

       You may wonder, why are we writing this here in our first post of 2012, when rest of the world are busy with celebrations, rejoicing, bursting firecrackers, partying hard, enjoying their fullest. Definitely there is a reason. Let's describe it in details.

     The year 2012 is a leap year starting on Sunday. The United Nations General Assembly has designated 2012 as the International Year of Cooperatives, highlighting the contribution of cooperatives to socio-economic development, in particular recognizing their impact on poverty reduction, employment generation and social integration. It has also been designated as the International Year of Sustainable Energy for All.

       But, at the same time, our departmental top level administrations and the Government are going to restructure our department in a destructive way. Definitely, now one can describe our future with 100% accuracy. If all these plans of the Department of Post are implemented  it can only have a catastrophic result. In that case, anybody may become a Nostradamus !

       Now, the question arises, will it be so easy for the department to introduce ''MNOP'', ''L1'', ''L2'' in the near future or will it be another futile effort from the Government? Will we win another prestigious fight in the shape of indefinite strike throughout the country leaded by NFPE, in the Department of Post? The answers of these questions will provide confirmation towards the fact, that the year 2012 will be a happier one or not.

        So, let's prepare ourselves and make the Postal Strike a historic success and make this year a 'real happy new year' !

Abnormal delay in the publication of MTS result.

Due to some unknown reason, the publication of the result of MTS cadre is pending in our division. On inquiry from the Regional Office, we have been intimated that, there was a controversy regarding the clarification of the term ''Non - Matriculate''. So the matter has been referred from Regional Office to the Circle Office, for clarification. Our Circle Secretary, Postmen & MSE Union, Com. Nirmal Dey has taken some serious steps towards the finalization of the said result. He will meet CPMG on Monday (02.01.2012) to settle the issue without any further delay.
                  This kind of unnecessary delay due to the administrative indecision is unwanted . Hope, our Circle Secretary,  Postmen & MSE Union,Com. Nirmal Dey will do the needful as early as possible.

NOTE : As the present selection of the MTS will be done as per the seniority quota, so ALERT all senior GDS employees to be aware of the cheaters and frauds. DON'T GIVE BRIBE TO ANYBODY FOR PROMOTION. WE ARE KEEPING A STRICT VIGIL ALL TIME. TRY TO PREVENT FRAUD IN THE RECRUITMENT PROCESS.

JCA DECIDES TO GO AHEAD WITH THE STRIKE DECISION
HOLD MASS DHARNA ON 10.01.2012 IN FRONT OF CIRCLE/REGIONAL/DIVISIONAL OFFICES.

On 27.12.2011, Discussion on 25 point Charter of Demands has been held with the Postal Board -Member (Personnel), Member (Operations), Member (PLI) and Member (Planning). The discussion lasted for eight hours. Even though the staff side has elaborately explained all the demands raised in the Charter, there was no favourable or result-oriented settlement on any of the demands. Thereafter the Central JCA met and decided to go ahead with the strike decision. It is decided to intensify the campaign. Accordingly the Central JCA calls upon all the Branch/Divisional/Circle Union to organize MASS Dharna in front of all Circle/Regional/Divisional offices on 10.01.2012. It is also decided to organize candle-light protest demonstration/procession/rallies on all important places on 16.01.2012. Further all intensive campaign such as squad work, conventions, general bodies, press conferences etc may be organized at all levels. Make the indefinite strike from 17.01.2012 a historic success.

Christmas and Postage Stamps - A commemorative journey through Past and Present ....

With the festive season well and truly upon us, we thought it would be a merry idea to spruce up the occasion with a post on the role of postage stamps throughout the world on the eve of Christmas.


             The first ever postage stamp that can somewhat be associated with Christmas was published by the Postal Department of Canada in 1898. Although, according to many this wasn't exactly what is known as 'Christmas Stamp'. The reason put forward was, the stamp didn't have any picture or art related to Christmas but merely a  'XMAS 1898' printed on it.


           In 1971, two postage stamps published by America took the world by surprise. It was a painting by the Italian painter of the Renaissance, Giorgione, in about 1500. It is displayed in the National Gallery of Art of Washington, D.C., United States.


               From then onwards, it became a practice to publish Christmas stamps, i.e., stamps having a Christmas flavour every year. These stamps encompassed everything related to Christmas. Rituals that are performed, the celebration that follows, the festive binge, prayer, church, Santa Claus, Christmas Tree and others have all found their place. The arrival of Jesus Christ is picturised from different angles and views. Sometimes as a new born with a halo around him and in others the Holy Family, Jesus with Mother Mary and Father Joseph. The stamps are an attempt to celebrate the festive spirit, that also get 'stamped' on the pages of history !



               In 1816, the famous Christian Carol, "Silent Night, Holy Night" were written in Oberndorf bei Salzburg, Austria, by the priest Father Joseph Mohr. The carol was first performed in St. Nicholas Church in Austria, on December 24, 1818. Today the Carol has been translated in almost all the languages and is sung in all it's glory all over the world.


The picturisation of the carol can be seen in the three postage stamps published by New Zealand Postal Department in 1985.

               In 1977, a postage stamp published in Australia showed Santa Claus riding a surfboard !!


This might sound a bit strange, as the image of Santa embedded in our mind is that him riding a sleigh, pulled by eight reindeer, gliding over the snowy slopes of North Pole. But to be true, it is quite apt from Australia's perspective. While most of the world will shiver in cold during Christmas, Australia will have bright and sunny summer due to different geographical position.

The Steering Committee of Government Employees Organisations on PFRDA has given a clarion call to agitate nationwide by staging strong protest demonstrations at all work spots on 22nd December, 2011 on the face of the decision of the Government to move the PFRDA Bill for adoption today in Parliament. The adoption of the bill is one of the most retrograde moves in the path of neo-liberalization surrender to international finance capital by the Government. The Social Security of all Government Employees is in peril. Let us agitatate strongly as per the call of the Steering Committee communicated through the minutes of the meeting furnished below:

The steering Committee of Government Employees Organisations on PFRDA Bill met at AIRF Head Quarters ie 4, State Entry Road, New Delhi on 20th December 2011. Following were present.

DECISIONS:

1. The PFRDA bill is expected to come up in the Lok Sabha on 21st Dec.2011. The Steering Committee calls upon to hold 2-hour demonstration in the work place on 22nd December 2011 against passage of the bill and demanding its withdrawal.

2. In case the bill does not come up in this session for some unforeseen circumstances (which has been extended upto 29th December 2011), the Steering Committee shall write to all MPs on the need to withdraw the Bill. The field formations shall contact the MP of their station and submit the letter.

3. Future agitational programmes shall be decided after the one day strike called by central trade unions on 28th February 2012. The demand 'Assured Pension for all' formulated by Central TUs shall be modified by the constituents of Steering Committee to "Scrap PFRDA bill/NPS; ensure pension for all".

Strike Charter of Demands and Present Scenario

1. (a) Drop the Mail Network Optimisation Project (MNOP) and reject the Mckinsey Consultancy’s disastrous recommendations. Inspite of the opposition and disagreement expressed by the staff side in the MNOP Committee, the Department is going ahead with the implementation of L1, L2 (hub system for first class mails). Further the request for additional intra-circle speed post hubs proposed by the staff side is not yet fully implemented. Change of administrative jurisdiction of speed post hubs from Postal side to RMS side is also not considered favourably.
(b) Stop closure/merger of Post offices including Branch Post offices. Even though it was assured by the Secretary (Posts) in the minutes of the discussion held on 01.07.2011, that there will be no closure/merger of Post offices, except simultaneous relocation, instructions in this regard are yet to be communicated to the Circle/Regional heads. Even now some Regional heads are closing Post offices indiscriminately.
(c) Drop the proposed move to introduce delivery hubs for delivery of articles by withdrawing delivery from all town sub post offices in the urban areas. Orders for rotation of the Sorting Postmen work among Beat Postman may be withdrawn.
(d) Review CRC, EPP and logistics norms.

2. Grant status as Central Government Civil Servants to Gramin Dak Sevaks employees for all purposes including service matters, pay scale, increment, allowances, pension, promotion, leave, bonus, trade unions rights and other terminal benefits. Scrap the new Recruitment rules for appointment of postmen by 25% outside recruitment which curtails the promotional avenues of GDS and restore the previous Recruitment rules. Enhance the bonus ceiling of GDS to 3500/- at par with regular employees. Withdraw the tightened norms for cash handling, stamp sale, and other norms for assessing the workload of BPMs, stop reduction of TRCA in case of reduction in workload. Modify the orders restricting compassionate appointment of GDS. Scrap the newly notified “GDS Conduct & Engagement Rules” and restore the previous “GDS Conduct and Employment Rules”. Fill up all GDS Mailmen Posts in RMS. Providing norms for NREGS. Inspite of assurances to reconsider the orders, no favourable orders have been issued so far.

3. Revise the wages of casual labourers including part-time and contingent employees w.e.f. 1.1.2006 as per Supreme Court orders based on the minimum pay implemented as per Sixth CPC recommendations. Stop outsourcing the work of casual labourers and contingent employees. Grant temporary Status to all full time casual labourers. Convert part-time into full-time by combination of duties. Absorb all part-time casual and contingent employees creating GDS posts. Inspite of favourable assurances during discussion no orders have been issued so far.
4. Immediate revision of OTA rates and stop recovery of OTA paid to officials who are engaged compulsorily on OTA overlooking the pay-ceiling.
5. Implement the assurances made on 12.07.2010 strike settlement and also in the JCM Departmental Council Meeting held on 23.08.2010. Ensure prompt holding of Departmental Council Meetings. Inspite of assurance that next JCM meeting will be held within one month, no meeting has been notified so far.
6. Immediate finalization of Cadre Restructuring proposals including Postal Accounts as assured by the Secretary Department of Posts and its implementation. Inspite of the assurance that the proposals will be finalized within one month, the process is still in the initial stage.
7. Stop decentralization of Postal Accounts, PLI and RPLI and ensure status-quo. Save DPLI office, Kolkata and ensure job security to the staff of DPLI. Certain items of work relating to PLI has been decentralized unilaterally.
8. Expedite the process of filling of all vacant posts in all wings including GDS. Create additional new post wherever workload is heavy. 2/3 posts for the period up to 2008 kept in skeleton may be redeployed to offices where additional post is justified.
9. Ensure 100% filling up of LSG, HSG-II, HSG-I promotional posts before implementation of Postmasters Cadre, remove the retrograde eligibility conditions for appearing the examination of Grade I and PSS Group B and allow Account line officials also.
10. Create the System Administrators posts as assured with specified norms and other works and make it a separate cadre as a promotional cadre to PA/SA.
11. Stop combination of beats /double duty, stop harassment of staff insisting 100% impracticable condition for delivery under Project Arrow. Settle the demands raised in the Postmen Committee such as distance factor, number of articles, Grant of Cycle allowance without distance condition, cash payment for uniform and kit items, Supply of good quality uniforms, Revision of norms. Stop imposing unmanageable workload on staff in the name of verification of applications and delivery of Adhar cards to public. Settle the items already submitted by Postmen Unions.
12. Fixing norms for newly assigned works of Multi Tasking Staff. Allow to decline postman promotion for MTS under seniority quota without loosing MACP promotions and review the recruitment rules of MTS to Postmen / Mail Guards.
13. Grant promotions to Drivers / Artisans at par with other C.G. organizations like Railways/Defence. Higher Pay Scales to charge hand & Drivers.
14. Declare SBCO Staff as Divisional cadre, Stop harassment of SBCO officials under contributory factors. Complete the Ledger Agreement Work and update the SBCO before launching Core Banking.
15. Fill up all Postal Civil Wing and Electrical Wing posts as per CPWD norms. Creation of one Civil Circle and Electrical and Architectural Division in every Circle. Expedite the Restructuring of Civil Wing Cadres. Restrict the transfer of non-gazetted staff within the concerned Postal Circle only. Retain Head clerk designation instead of Assistant and declare Head clerk as supervisory posts.
16. Ensure full fledge functioning of newly formed Postal Accounts Offices by providing adequate Staff strength and accommodation. Rectify the anomaly/discrimination caused due to the promotion of Gr.D officials under SCF quota to the cadre of LDC after 2006 ignoring the seniors in the Sorting cadre. Grant MACP to those joined in Sorter cadre treating LDC as entry grade as the Sorter grade has been defunct since 2000. Grant Gr.B non-Gezetted status to Senior Accountants as declared by the DOP. Stop recovery from the DEOs of Chennai PAO. Expedite the process of filling up of vacant posts in the Postal Accounts Wing.”.
17. Counting of past services rendered by erstwhile RTPs for promotions and MACP.
18. Implement Apex Court Judgment in case of RRR Candidates in true sprit and extend to all approved RRR Candidates awaiting for absorption.
19. Stop Harassing and victimization of innocent officials under contributory negligence factors. Implement the true spirit of Govt. orders and Volumes and no recovery should be made if the concerned is not directly responsible for the loss sustained to the department.
20. Stop discrimination towards PO & RMS Accounts Cadre, Create separate cadre and earmark percentage of posts for norm based promotions in the same cadre, Count Special Allowance for fixation on promotion, Withdraw the recovery imposed on Postman Pay fixation and drawal of bonus to GDS. Restore the date of passing the Accountant examination for according LSG promotions instead date of entry in PA cadre.
21. Enhance the LR strength on all cadres to the extent of 20% and fill up all vacant LR posts.
22. Ensure prompt grant of Child Care Leave as per the liberalized orders, unnecessary hurdles put forth should be dropped.
23. Review the MACP clarificatory orders and rectify the issues like, non drawal of special allowance on acquiring MACP, wrong interpretation of IIIrd MACP to departmental promotes only after 30 years, Counting as double promotions as Group D & Postmen even in the case of promotion to Postman on GDS quota, non counting of training period for MACP, ignore promotions acquired on deptl. exam for MACP, ignore all uncommunicated average bench marks for MACP as per Judicial verdict. Ensure prompt holding of DPCs at Circle and Divisional level as per DOP&T latest instructions. Grant of Grad pay 1900, 2000 with effect from 01.01.2006 to those Group D (MTS) who were given TBOP/BCR before 1.01.2006 with pay fixation benefits at every stage.
24. Vacate victimization and condone/drop FR-17A in Maharashtra Circle .Stop attack on Union office bearers by misusing Rule 37 transfers and Rule 9 of CCS (CCA) Rules. Dispose all Rule 9 (Pension rules) disciplinary cases and review petition cases pending at Directorate years together.
25. Denying the legitimate right of employees to avail holidays & Sundays by compelling them to attend frequent meetings/Melas arranged by the department. Inspite of the instructions issued by Directorate, some of the lower authorities are still compelling the staff to attend melas and meetings on Sundays and holidays.

Circle Unions Request NFPE to include Protest Demand Against Attacks on SMALL SAVINGS

Our Circle Unions have issued a letter to Com. M. Krishnan, Secretary General, NFPE, requesting to consider inclusion of the demand for restoration of KVP, Bonus of MIS and agents' commission at the earlier rate. The Circle Unions have also apprised the Federation of the facts of the organisation of the SAS agents, All India Small Savings Agents Association, and its development. Our Divisional Secretaries are also requested to extend organisational support to their Association. Please note that the demonstration on 23.12.2011 should be organised with their participation. The text of resolution will be given shortly in this blog.

Sub: Request for inclusion of demand of restoration of KVP, MIS Bonus & Agents' Commssion.

Dear Comrade,
This is to inform you that after consistent efforts for the last few years, the SAS agents of West Bengal has shaped a union of their own. The initiative is now receiving tremendous support from all agents after the recent attack on them, slashing down their commission by half, and on KVP & MIS. As West Bengal attracts the highest investment in small savings, agents here are worst sufferers.
Recently, they have organised a State level convention at Moulali Yuva Kendra in Kolkata, where apart from agents from all divisions of West Bengal, representatives attended from other circles also. They have formed a Preparatory Committee for holding State Conference and within January 2012, all district (divisional level) conferences are going to be held. A decision has also been taken to write to all MPs with the request to place their issue in the Parliament. Com. Basudeb Acharya has already assured to put up the issue in Parliament during this session. Gradually, their organisation (All India Small Savings Agents Association) are getting stronger momentum. In the State Convention, Com. Tapan Dasgupta, President, CGCC, and Com. Pijush Roy, General Secretary, CGCC, West Bengal were present by their invitation.
We are having close liaison with them and trying to contribute in their initiative. We have also announced a date (23.12.2011) to hold demonstration at all divisional headquarters with their presence and participation. A resolution demanding restoration of KVP, Bonus of MIS and agent commission at the earlier rate will be sent to the Prime Minister, Finance Minister, Minister of Communication & IT and DG(Posts) from the demonstration.
Under this situation, the Postal Circle Unions of West Bengal Circle request that considering the graveness of the attack on Small Savings and the agents who actually use to bring the business to post offices, this issue may be included in the strike charter of demands for the indefinite strike to be commenced from 17th January 2012. We also request you to take suitable organisational steps so that SAS agents in all circles get united in this way and form their organisations.

So all our members are hereby requested to keep a good co-operative understanding with the SAS & MPKBY agents ( our Circle Union also instructed us in this regard ) to keep / enhance the small savings business in future. Because, now its a big challenge for us to save our department from the future crisis. Definitely the volume of the Small Savings business will matter in future . NOTICE SERVED TO THE SECRETARY , DEPARTMENT OF POSTS BY CENTRAL JCA LEADERS TODAY ON 15th DECEMBER, 2011.

ENCOURAGING REPORTS ARE BEING RECEIVED REGARDING DEMONSTRATIONS AT ALL WORK PLACES i.e. CIRCLE / REGIONAL AND DIVISIONAL OFFICES FROM ALL CORNERS OF COUNTRY.

START CAMPAIGN FOR MAKING THE STRIKE GRAND SUCCESS BY ARRANGING MEETINGS AT ALL WORK PLACES. CIRCULATE CIRCULAR AND CHARTER OF DEMANDS SENT BY CENTRAL JCA AMONG THE MEMBERS.

In our Howrah Division, we have also submitted strike intimation to the divisional super & also arranged one deputation at the divisional office from 03:00 p.m. today regarding some of our burning issues. One 10 points memorandum was submitted to the divisional super for early settlement.


AGAIN MAOIST ATTACK ON POSTAL EMPLOYEE.

After the death of Com. Asit Mandal (GDS BPM) due to Maoist attack earlier, again our one GDS employee was attacked by some armed hooligans (they described them as Maoist) on Monday. Namely Sri Manas Mahapatra, GDS BPM KUKAI B.O.,via Keshiary SO under Contai Dn.,was brutally beaten by a group of armed hooligans (probably Maoist) and they also looted his valuables including money. The group forcefully entered his house & ransacked everything there. The terror comes to an end with huge maoist threat. We strongly condemn this kind of armed attack on our innocent employees.

Sorry Dear, you have missed it again! Postman Exam's revised result published today.

The result of the last Postman Examination (dated 20.11.2011) was published by the divisional administration few days ago. But, there was an error in the seniority quota selection. To rectify that error, the result and the training programme was postponed by the divisional super. After some days, the result of the seniority quota had been cancelled and one review DPC held on 08.12.2011; today the revised result has been published with the new schedule of training from 15th December 2011 to 24th December. Within this period, some opportunist employees of this division were trying to misguide the successful candidates in a motivated way, only to fulfil there fraudulent intentions. But, today the total drama comes to an end with the publication of the revised and rectified result. So, once again very bad luck (!) for those bad elements ! Again, we have proved that, no one can conceal the truth . So dear, better luck next time. We are keeping close watch on all these miscreants.

The First ''Technology Class'' of our division has been organized successfully.

The first ''Technology Class'' has been organized at Howrah H.O. on 11.12.2011 ( Sunday ) with huge response from the delegates attending the same. Among the 20 enlisted delegates, 2 ladies were absent due to some important family matters. The following 18 delegates attended the said class with huge response and enthusiasm ; and also followed all the sessions with attention. We have maintained our announced schedule of training with proper time frame. Our two faculties Sri Jayanta Chanda, System Administrator, Howrah Division and Sri Bikash Sahoo, System Administrator, Howrah Division, was excellent in their defined classes. They also supplied some important study and utility materials, copies to the trainees specially designed by them for this class. The total atmosphere was very nice and encouraging . Com. Samir Chakraborty (North Hooghly Division) and Com. Biplab Saha (North Kolkata Division) have attended the class as the representatives of the Group - C & P-IV Circle Unions respectively. It was a very nice event in deed. The whole event was concluded with a superb speech of our honorable Special Guest Sri Ashok Kr. Maity, SSPO's , North Kolkata Division. His valuable speech on the future aspects and goals of our department regarding use of technology, will definitely help the delegates attended the class. It was our first attempt,ended with huge success ,& for this all credit goes to our two faculty System Administrator Com. Jayanta Chanda  and Com. Bikash Sahoo. Thanks to them, and in this time we have to mention that those not attended the said class, definitely missed a lot.

Subject: Non implementation of assurances and revival of postponed Indefinite Strike.

Respected Madam,

The meeting of the Central JCA held on 03.12.2011 at New Delhi, have reviewed the post-5th July deferred strike settlement situation and have come to unanimous conclusion that Postal Board has failed to implement the assurances given by the Secretary [Posts] on agreed demands, even after a lapse of four months. Further it is going ahead with the unilateral implementation of the Mail Network Optimization Project [MNOP] in spite of vehement opposition of the Staff Side.

During the discussion with the Secretary [Posts] on 5th July deferred strike demands, it was assured that there will be no closure/merger of Post Offices, other than simultaneous relocation. But orders in this regard are yet to be communicated to the Heads of the Circle. Orders on Sorting Postman need further modification.

On GDS issues no favourable orders are issued on any of the items till this date. Payment of Pro-rata wages and absorption of Casual labourers and Part Time contingent employees still remains unsettled, even though it was assured that orders on payment of pro-rata wages to pre-1993 appointees will be issued within a month.

JCM Departmental Council meeting is indefinitely delayed. Cadre-restructuring Committee has not yet finalized its final proposals. Issues relating to Postmen, Mail guard and MTS are still in the negotiating stage and no settlement in sight. Demands of the Circle / Regional Offices administrative staff, Postal Accounts, SBCO and Civil Wing employees are not given serious consideration. In short, abnormal delay is taking place in settlement of the genuine demands raised in the Charter of Demands.

On contrary, even when most of the burning issues of the employees are totally neglected or remains unsettled, the Postal Board is going ahead with implementation of the retrograde recommendations of the McKinsey on Mail Network Optimization Project [MNOP]. In the Committee constituted under the Chairmanship of Member [Operations] for reviewing the issues arising out of the implementation of speed post Hubs and proposed L1, L2 in first class mails, the Staff Side representatives have vehemently opposed the implementation of L1, L2 in first class mails as it will adversely affect the efficiency of the services resulting in abnormal delay thereby leading to erosion of public faith on the postal services. Further it will also result in large-scale dislocation / transfer of employees and will adversely affect their promotional prospects. In spite of our objection and disagreement, the Postal Board has made it clear that they are going ahead with the implementation of the MNOP Project.

In the above circumstances, the Staff Side is left with no alternative, but to revive the postponed strike decision and resort to the agitational path once again. The Central JCA after in depth analysis of the entire situation, have decided to go on indefinite strike from 17th January, 2012. It was also decided to serve the strike notice on 15.12.2011 and to conduct mass demonstrations / dharnas in front of all Chief PMG / PMG Offices and Divisional Offices on that day. As a second phase of the agitation, the Secretary Generals of NFPE and FNPO and the General Secretaries and CHQ Office Bearers of Federations /All India Unions / Associations of the JCA shall sit on hunger fast in front of Dak Bhawan on 26.12.2011.

We hope that the Postal Board shall come forward for a negotiated settlement on all the issues mentioned above.

Detailed charter of demands and strike notice will be served on 15-12.2011.

It is a struggle of life and death to lakhs of Postal Workers.

Let the Postal,, RMS, Administrative, Postal Accounts, GDS, SBCO and Civil Wing employees come together to stage another glorious indefinite strike.
