Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2.         The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3.         It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4          Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5          It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

Alert ! Comrades Alert! The Last Date to Submit the Application for The Postman Examination is 02.11.2012. Intimate All Immediately.

Since, so far there are no circulars from the department, regarding filling up and submission of forms by the eligible GDS employees of our division for the next Postman Examination, to be held on 20.01.2013, everybody is in dark. 

                             The last date of submission of forms is 02.11.2012 ! We have confirmed the same from the divisional office. As the said Examination will be in the new format, new syllabus has already been circulated accordingly by the Directorate. 

                             This examination will be held in the month of January next year to fill up the vacancies for the years 2011, 2012 and 2013. Total vacancy will be 29 (6 + 14 + 9 = 23), Subject to approval from the Directorate. 

                              So, all of our Comrades are hereby requested to take some extra initiatives to intimate all and ensure the submission of application forms from all the eligible GDS employees of our division, irrespective of any union. Please ensure that nobody misses the chance due to short-time span. Let us all make it possible for all to submit the same on time. So,immediately contact your SDIP / ASPO'S for filling up the application forms & submit it on or before 02.11.2012.

As you already know, that due to the late approval of the Bonus-2012 by the directorate, it was a challenge to us, to prepare A- ROLLS for the payment of the same before our great festival ''Durga Puja''. We are really very pleased to know, that all the staff of our A/C's branches of two H.O.'s tried hard & prepared the A-ROLL'S for the bonus payment and duly dispatched it to the concerned S.O.'s yesterday! Only due to their these efforts, all employees of our division will get PL BONUS -2012 on 20.10.2012. Hats-off  to all of them! Thank you very much friends!

But, things may be different, if our administration considers this bonus issue some days before the commencement of our great festival (as like as the previous year) 'Durga Puja'. Let us hope that in future administration will consider the bonus issue before 'Mahalaya' & we will get the bonus well in advance.

Subject: - Productivity Linked Bonus for the Accounting year 2011-2012


Sir/Madam,
                        I am directed to convey the approval of the President of India for payment of Productivity Linked Bonus for the accounting year 2011-2012 equivalent of emoluments of 60 (Sixty) days to the employees of Department of Posts in Group `D`,Group `C` and non Gazetted Group `B`. Ex-gratia payment of Bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities and Ad-hoc payment of Bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowance/wages respectively for 60 (sixty) Days for the same period/year.

1.1      The calculation for the purpose of payment of Bonus under each category will be done as indicated below.


2.         REGULAR EMPLOYEES:

 2.1      Bonus will be calculated on the basis of the following formula:-
Average emoluments X Number of days of Bonus
30.4 (Average no. of days in a month)

2.2. The term “Emoluments” for regular Departmental Employees includes basic Pay in the pay Band plus Grade Pay, Dearness Pay, Personal Pay, Special Pay (Allowance), S.B.Allowance, Deputation (Duty ) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training Institutes. In case of drawl of salary exceeding Rs.3500/- (Rs. Three Thousand Five hundred only) in any month during the accounting year 2011-12 the Emoluments shall be restricted to Rs.3500/- (Rs. Three Thousand Five hundred only) per month only.
         
2.3. “ Average Emoluments” for regular Employees is arrived at by dividing by twelve ,the total salary drawn during the year 2011-12 for the period from 1.4.2011 to 31.3.2012, by restricting each month’s salary to Rs.3500/- (Rs. Three Thousand Five hundred only) per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of  Rs.3500/- (Rs. Three Thousand Five hundred only)
         
2.4.  In case of those regular employees who were under suspension, or on whom dies-   non was imposed ,or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt-I) dated 11.6.81 and No. 26-4/87-PAP (Pt.II) dated 8.2.88 will apply.


2.5. Those employees who resigned, retired, left service or proceeded on deputation within the Department of Posts or those who have proceeded on deputation outside the Department of Posts on or after 1.4.2011 will also be entitled to Bonus. In case of all such employees, the Bonus admissible will be as per provisions of Para 2.1 to 2.3 above.


3.      GRAMIN DAK SEVAKS (GDS)
3.1  In respect of Gramin Dak Sevaks who were on duty throughout the year during 2011-2012, Average monthly Time Related Continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2011 to 31.3.2012 divided by 12 (Twelve). However, where the Time Related Continuity Allowance exceeds Rs 2500/- (Rs.Two Thousand Five hundred only) in any month during this period., the allowances will be restricted to  Rs 2500/- (Rs.Two Thousand Five hundred only) per month. Ex-gratia payment of Bonus may be calculated by applying the Bonus formula as mentioned below:-
Average TRCA  X  Number of days of Bonus
30.4 (Average no. of days in a month)

3.2       The allowances drawn by a substitute will not be counted towards Bonus calculation for either the substitute or the incumbent Gramin  Dak Sevaks. In respect of those Gramin Dak Sevaks who were appointed in short term vacancies in Postman/Group `D` Cadre, the clarificatory orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and No.  26-7/90-PAP dated 4.7.91 will apply.

3.3       If a Gramin Dak Sevak has been on duty for a part or the year by way of a fresh appointment, or for having been put off duty, or for having left service,he will be paid proportionate ex-gratia Bonus calculated by applying the procedure prescribed in Para 3.1 .

3.4.      Those Gramin Dak Sevaks who have resigned, discharged or left service on or after 1.4.2010 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.

3.5.      In case of those Gramin Dak Sevaks who were under put off duty or on whom dies non was imposed, or both during the accounting year ,the clarificatory orders issued vide Para 1 & 3 respectively of this office order No. 26-8/80-PAP (Pt I) dated 11.6.81 and No. 26-4/87-PAP (Pt II) will apply.

4.    FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS)


4.1 Full Time Casual Labourers (including Temporary Status Casual Labourers ) who worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.3.2012 will be paid ad-hoc Bonus on notional monthly wages of Rs.1200/- (Rupees Twelve Hundred only)
 
                              The maximum ad-hoc Bonus will be calculated as below:-
                        (Notional monthly wages of Rs.1200) X (Number of days of Bonus)
                                                30.4 (average no. of days in a month)
            Accordingly, the rate of Bonus per day will work out as indicated below:_
                                                Maximum ad-hoc Bonus for the year
                                                                          365
            The above rate of Bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2011 to 31.3.2012. In case where the actual wages in any month fall below Rs. 1200/-during the period 1.4.2011 to 31.3.2012 the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc Bonus due in such cases.

5.         The amount of Bonus /Ex gratia payment /Adhoc Bonus payable under this order will be rounded to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head `Salaries` under the relevant Sub –Head of account to which the pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2012-2013.

6.         After payment, the total expenditure incurred and the number of employees paid  may be ascertained from all units by Circle  and consolidated figures be intimated to the Budget Section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of Bonus paid and the total number of employees (category-wise) to whom it was distributed for the Department as a whole.

As per the latest informations received from reliable sources, the BONUS-FILE has been sent to the Finance Ministry after doing the needful from the Directorate. Tomorrow, there may be some order from  the Directorate after getting approval from the Finance Ministry. Let's hope for the best! Because, immediate issuance of the order is essential for the payment of the Bonus before our great festival ''Durga Puja''. Hope, our CHQ will take active part to get the necessary order from the Directorate, as early as possible.

As you already know from our earlier bulletin, that the State Conference of CGCC, West Bengal will be held at Sarat Sadan, Howrah Maidan from 4th November to 7th November,2012. One meeting of the volunteers has been arranged at the DTO Building on 18th October at 5:30 p.m. All volunteers are requested to attend the meeting on time.

It is also to be mentioned here, that we have to collect the members donation for the said conference without  any delay as per the prescribed rate (i.e.,PA - 200, POSTMAN & GR.D - 100, GDS - 50) & the same to be remitted to the headquarter immediately.


To make the opening rally a grand success, on 4th November (Sunday 10 a.m.) at Sarat Sadan, Howrah Maidan, all comrades (members with their family members) are requested to be present on time & take part in that ''Maha Rally'' & make it a historic one.


So, please give your 100% to make the conference a grand success !

GDS Allowance Protection & our Task.

The recommendation of the DDG LEVEL COMMITTEE is to grant protection for one year and to give chance to the GDS to improve the workload. Directorate orders will be issued accepting this recommendation as assured by Sri Sachin Pilot, Minister Communications for State to the JCA leaders at his residence.

Now it's our duty to encourage all the GDS employees to enhance their work load & also to avoid reduction of TRCA. Already we have started the work for the re - fixation of TRCA of the GDS employees recruited on or after 01.01.2006. It is expected that their TRCA will be re-fixed in the month of November 2012. It will help about 100 newly appointed GDS employees of our division.

But, the TRCA of those GDS employees (BPM's) will be unchanged, whose previous scale was "1280- 35- 1980". All these cases will be the exceptions. We have to give some positive ideas to those GDS employees for the immediate increase in work load. Let us prepare for our new project.

Regarding Enhancement of Bonus ceiling to GDS from 2500 to 3500 as the Finance has again rejected the proposal, Communication Minister will be taking up the case with Finance Minister itself as per the assurance given to the JCA Earlier.

Sub: -  Discussion on National Postal Policy 2012.

Kindly refer to the proceedings of the meeting held at Dak Bhawan under the Chairpersonship of Secretary, Department of Posts on 01.10.2012, on the above subject. The viewpoints expressed by the NFPE and its affiliated unions on the specific issues of unbundling of functions and introduction of an independent regulator for Indian Postal market is summarized below:

(a)   Theory of level playing field and its negative impact in the Indian situation

In the National Postal Policy 2012 it is stated that it is essential to allow free interplay of market forces and consequent stabilization of the Postal market. This means opening up of entry in the Postal market for national/international courier companies by granting licence for which amendment to the Indian Post office Act 1898 is a must.
In India more than 70% of the population lives in rural villages and the Department of Posts is the sole service provider in the rural areas, through it’s a vast network of more than 1,55000 post offices. It is an admitted fact that, even now couriers are not providing postal services in the rural areas. On getting licence they will restrict their area of operation to the metro cities/cities and shall capture a major share of Postal sector revenue. About 70% of the revenue of India Post is from metro cities/cities. The remaining rural villages where 70% of the population resides is contributing less than 30% of the revenue earned by India Post.
If competition is allowed, it will never be a fair competition in a level playing field. Aggressive competition will take place in the profit making city areas and vast majority of the loss making rural areas will be left to the India Post. This will result in further increasing the loss incurred by the Postal Department and will lead to the natural death of the India Post within a short span of time as the slogan is – “survival of the fittest.”
The experience in the telecom sector clearly manifested that the private telecom operators never cared to provide landline connections in the rural areas, inspite of inclusion of a separate clause to this effect in the licences granted to them, instead they opted to pay the meagre amount of fine imposed on them for violation of the compulsory clause of provision of rural landline connections. The Government and the regulator has always taken a lenient view towards private operators. In the Postal also the same thing will happen.

(   (b)   Amendment to the Indian Post office Act 1898

We do agree that many of the clauses of the Indian Post office Act 1898 has become obsolete and many changes are to be incorporated therein, especially in the context of induction of Information and Communication Technology (ICT) in the Postal Services. But the amendment envisaged in the National Postal Policy 2012 is quite unwarranted. By amending the Act, the Government want to end the monopoly of the Department of Posts in collection, processing, conveyance and delivery of letter mail articles. This is mainly to facilitate entry of the private courier companies to compete in the letter mail sector.
Earlier also Government has brought a bill called “Indian Post office Act Amendment bill” in the Parliament for this purpose. The bill was referred to the Standing committee of Ministry of Communications and IT. The Committee after hearing all the stake holders including the courier companies had given its report in which it was clearly recommended that the exclusive privilege of collection, processing, conveyance and delivery of letter mail articles should remain with the Postal itself. This being the position the present move to again bring an amendment is against interest of the people at large and the customers in particular. It is pertinent to mention that in many foreign countries, the exclusive privileges of letter mail is being preserved with the Government function and the existing right shall not be removed at any cost.

(c) Road map to privatisation

Government of India wants to open or liberalise the Indian Postal Sector for providing unhindered entry of the private sector. In the long run, the Government may withdraw from its responsibility to provide postal services to the public through Govt. owned Department of Posts. The ultimate aim and hidden agenda of the National Postal Policy 2012 is to give maximum patronage to the private sector and the “public-private partnership”, “unbundling of functions” etc are mainly intended for achieving this goal.
In the telecom, the government refused to grant permission to the Government owned BSNL for providing the value added cellular mobile services in India. Licences were granted to all other private cellular mobile companies and they charged exhorbitant rates for incoming and outgoing calls. Only after six years, that too after prolonged struggle by the BSNL employees and due to mounting public opinion, the Government reluctantly granted licence to BSNL also. If this can happen in Telecom, one can very well imagine what will be attitude of the Government and the fate of Department of Posts.

(d) We oppose the neo-liberal reforms

     NFPE as an organisation of the Postal employees has been fighting against the neo-liberal globalization policies of the Government of India from 1991 onwards. When many countries where this reforms are implemented are reverting back, we are at a loss to understand why Government of India is going ahead with the reforms in the Indian Postal Sector. In fact, in the preamble of the draft National Postal Policy itself it is admitted that – “though the principle of separation of regulator and operator is widely discussed, it is yet to find universal acceptance”
     
      In the above circumstances going ahead with the institutional reforms such as unbundling of functions i.e.; operation, regulation and policy making in the Postal Sector will be suicidal. We strongly oppose unbundling and setting up of separate regulator.

(e) Department of Posts can itself regulate the Postal market in India

      Instead of creating a separate regulator, the Department of Post itself can regulate the Postal market by framing necessary rules and by increasing the power of the Postal Board and at the same time keeping its monopoly over the letter mail.

In view of the above NFPE demands the Government of India and the Postal Administration to desist from any move to unbundle the functions and also from the move to appoint separate regular for Indian Postal market.
